Description
The U.S. Army Contracting Center-New Jersey, Emerging Technologies (ACC-NJ-ET) on behalf of Armament Research, Development, and Engineering Center's (ARDEC) Benet Laboratories, Watervliet Arsenal, NY, is conducting a market survey to identify potential commercial sources to perform the necessary modifications and Low Plasticity Burnishing (LPB) process development & optimization to enable the feasibility of LPB process for M20 Tubes on a CNC lathe. The 105mm M20 Cannon Tube Muzzle Ends are reportedly prone to fatigue cracking from corrosion pits. It has previously been demonstrated on other armament components that the introduction of compressive residual stress (RS) reduces the incidence of crack propagation. The vendor must provide the same as or equal to capability of the LPB® process using specially designed tooling and CNC processing to generate beneficial compressive residual stresses. These engineered compressive residual stresses can be exploited to mitigate fatigue, stress corrosion, and foreign object damage (FOD), for example. In materials of interest to the armament community (4340, 300M, 17-4 PH, IN718, etc.) compressive residual stresses greater than 0.040 in. deep which have been achieved using LPB®. Additionally, the amount of cold work induced is minimal as verified by x-ray diffraction analysis, resulting in compressive residual stresses that are both mechanical and thermally stable. Potential tasks include: -Tooling and Fixture Modification, Component Characterization: Modify existing tooling to work on a CNC lathe. Modify existing fixture to work on a CNC lathe -LPB Process (same as or equal to) Development & Optimization Modify LPB processing parameters for lathe Optimize LPB processing parameters Develop Renishaw Probe code for processing M20 cannon tubes on the Haas lathe at SET. LPB process M20 Muzzle Ends sections for verification testing -Residual Stress Verification Testing Determine compressive residual stress by x-ray diffraction This announcement constitutes an official Request for Information (RFI). Any information or brochures submitted will be used for planning purposes only and shall not be considered as a Request for Proposal or as an obligation on the part of the Government to purchase a technology. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract (see FAR 15.201(e)). No funds have been authorized, appropriated, or received for this effort. Responses: Interested organizations should submit a company brochure or a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Responses will be reviewed by the US Army ARDEC Benét Laboratories personnel only and will be held in a confidential manner. Submitted documentation will not be returned. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications. Submission Information: Responses to the RFI must be received no later than COB 1600 EST on 1 November 2016 via email. Interested firms should provide their address, point-of-contact with telephone number and e-mail address. The Point of Contact for this action is Giuseppe Tropiano, Contract Specialist, U.S. Army Contracting Command-New Jersey, ACC-NJ-ET, Benet Laboratories, 1 Buffington St., Bldg. 40, Watervliet Arsenal, NY 12189; email: giuseppe.tropiano.civ@mail.mil NO TELEPHONE INQUIRIES WILL BE ACCEPTED.
