- COMBINED SYNOPSIS/SOLICITATION 2840-01-280-9860, Part Number: 6064T94P01, SUPPORT, SHROUD This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation SPE4A5-17-Q-0039; proposals are being requested and a written solicitation will not be issued for PR 0063402987, NSN 2840-01-280-9860, SUPPORT, SHROUD and will be solicited for award of a firm fixed priced contract under FAR part 12 for commercial acquisitions. The following clauses apply to this acquisition unless quoting against an approved basic ordering agreement (BOA), in which case the terms and conditions of the BOA will take precedence: FAR 52.212-01 FAR 52.212-02 - evaluation criteria: "technical capability, price and past performance when combined are equal when compared to price." FAR 52.212-03: all offerors must include a completed copy of this clause. FAR 52.212-04 FAR 52.212-05. The following FAR clauses cited within FAR 52.212-05 apply. 52.203-6, 52.203-13, 52.204-10, 52.209-6, 52.209-10, 52.219-8, 52.219-16, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-40, 52.222-41, 52.222-50, 52.222-51, 52.222-53, 52.222-54, 52.223-18, 52.232-33, 52.233-3, 52.233-4. This NSN is a commercial, part numbered item and the approved source is: General Electric Company, cage 99207, P/N 6064T94P01 Solicitation will be issued on an unrestricted basis utilizing other than full and open competition procedures under 10 U.S.C. 2304(c)(1). This is a firm‐fixed price type contract. This is not a small business set-aside. NAICS code is 336412 and the small business size is: 1500 employees. The purchase request quantity is 1,600 each. No quantity option applies. Quantity variance is plus/minus 0%. Delivery: FOB origin, inspection and acceptance at origin. The required delivery is 576 DARO. This is not a Critical Safety Item (CSI), and first article test (FAT) is not required. DPAS rating for this item is DOC9. Neither a subcontracting plan nor EEO clearance is required as the applicable threshold is not expected to be breached. Certified cost or pricing data is not required as this is a commercial item under $7,000,000. Progress payments are not included as the conditions at FAR 32.501-2(c) have not been met. The solicitation issue date is the date of this posting. The solicitation close date is 15 days from the date of this posting. Sole Source Acquisition/Unrestricted: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Source Controlled Item: Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Other than Full & Open: Specifications, plans or drawings related to the procurement described are not available and cannot be furnished by the Government. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. In accordance with 10 U. S. C. 2304 (c) (1), other than full and open competition applies. I/A/W Part Number Acquisition: Conditions for evaluation and acceptance of offers for part numbered items cited in the acquisition identification description (AID): This agency has no data available for evaluating the acceptability of alternate products offered. In addition, to the data required in subparagraph (c) (2) of clause L17C01 (52.217-9002), the offeror must furnish drawings and other data covering the design, materials, etc., of the exact product cited in the AID, sufficient to establish that the offeror's product is equal to the product cited in the AID.
