ATTACHMENT 0006 - Aviation Delivery Locations ATTACHMENT 0005 - Past Performance Questionnaire ATTACHMENT 0004 - ANP Fuel Distribution Sites RFP - ATTACHMENT 0003 - ANA Fuel Distribution Sites RFP - ATTACHMENT 0002 - DELIVERY TICKET RFP - ATTACHMENT 0001 - PRICING SPREADSHEET Draft Solicitation - Draft Request For Proposals - W91B4N-17-R-0002 Petroleum, Oil and Lubricant (POL) for Afghanistan National Defense and Security Forces (ANDSF) The Expeditionary Contracting Command - Afghanistan (ECC-A), Regional Contracting Center - Afghanistan (RCC-A), on behalf of Combined Security Transition Command - Afghanistan, will be posting a solicitation under full and open competition for the requirement of Petroleum, Oil and Lubricant (POL) for Afghanistan National Defense and Security Forces (ANDSF) on or about the 01 November 2016. The objective of this procurement is to provide POL support to ANDSF training sites, operating sites, operational forces, and national-level management and leadership activities. The requirement is for specified POL products (diesel, MOGAS, propane, and aviation fuels) to ANDSF over five years. This is a Firm Fixed Price (FFP) commodities purchase, utilizing North American Industry Classification System (NAICS) code 424710, Petroleum Bulk Stations and Terminals, Petroleum and Petroleum Bulk Products. The estimated program ceiling for this requirement is $937M over five years. The requirement is subject to the World Trade Organization Government Procurement Agreement and Federal Acquisition Regulation Subpart 25.4. The Government seeks questions and comments on the attached Draft Request for Proposals (RFP) from industry. All questions and comments should be sent to the Contract Specialist, Steven B.
