- Section L Attachments Section M Evaluation Factors for Award Section L Instructions, Conditions, and Notices to Offerors BMDS CSM CND Final RFP Q&As Section J Attachments Solicitation HQ0147-17-R-0003 The Missile Defense Agency (MDA) hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-17-R-0003, for the Agency's "Ballistic Missile Defense System (BMDS) Cyber Security Management (CSM) and Computer Network Defense (CND)" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. The requirements of this contract will ensure MDA information technology (IT) services, management and resources are administered, acquired, managed, and operated in compliance with the priorities set by the MDA Director and the goals and directives of existing statutes and Department of Defense (DoD) regulations. The pre-solicitation notice and draft RFP were previously released under solicitation number HQ0147-16-R-0008. This procurement will be Full and Open (F&O). The North American Industry Classification System (NAICS) code for this procurement is 541712 Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology); Small Business Size Standard of 1,250 employees for work associated with the "Space Vehicles and Guided Missiles, their Propulsion Units Parts, and their Auxiliary Equipment and Parts." Additionally, Note 11d associated with NAICS 541712 states: "Research and Development for guided missiles and space vehicles includes evaluations and simulation, and other services requiring thorough knowledge of complete missiles and spacecraft". It is anticipated that award will result in a single cost-plus-fixed-fee (CPFF) contract for a base period of three years and two, one-year option periods. Award will be made based on Best Value to the Government. All responsible offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM website at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued. The Final RFP posting does not include the DD Form 254 Contract Security Specification and supplements. Offerors will need to request these documents from the PCO through the TEAMS_CSM-CND@mda.mil mailbox. Please include the offerors DUNS, Cage Code and address.
