- The Department of Veterans Affairs Seeks Expressions of Interest for 15,158 Net Usable Square Foot (NUSF) of space to be utilized as a Community Based Outpatient Clinic (CBOC) in Spirit Lake, IA. Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address: United States Department of Veterans Affairs (VA), Leasing and Specialized, Network 23 Contracting Office (NCO 23), 1303 5th Street, Suite 300, Coralville, IA 52241. Description: VA seeks to lease 15,158 NUSF or approximately 20,463 RSF and 116 parking spaces for use as a Community Based Outpatient Clinic in Spirit Lake, IA. Existing Space: Space in an existing building must be located on no more than one (1) contiguous floor. The building must be able to comply with the Architectural Barriers Act Accessibility Standards (ABAAS), the VA Barrier Free Design Standard, and meet security requirements as set forth in the Physical Security Design Manual for VA Mission Critical Facilities; additionally, space shall be able to comply with recommendations established for Federal facilities by the Department of Justice, Vulnerability Assessment, dated June 28, 1995. Land: New construction requires a minimum of 3 acres of developable land. Complying with all local laws, rules and regulations, the land must be sufficient size to provide sufficient security setbacks. The land must also accommodate the parking requirement as surface parking. Parking Requirements: On-site parking must 1) be dedicated for the exclusive use of VA; 2) be fully compliant with local laws, rules and regulations and: 3) total approximately 116 parking spaces. Handicap Parking spaces shall be designated in accordance with local code Lease Term: VA requires a lease term of 20 years with 10 years firm. Delineated Area: To receive consideration, submitted properties must be located within the following delineated area: North: Minnesota and Iowa State Line West: 135th Avenue and 130th Avenue South: 280th Street East: 430th Avenue Submission Requirements: Properties must be identified in accordance with the following two (2) categories: 1. Existing Building, 2. Land to be fully developed and space constructed by the submitting party in accordance with VA requirements. Please provide the basic information and descriptions pertaining to the building or site you propose for consideration by VA. VA's assessment of your building or land will be dependent on the information you provide. VA reserves the right to eliminate a property that fails to comply with the requirements herein.
