- Sources Sought National Stock Number (NSN) 5821-01-561-9503CX Industry Request for Information AN/URT-26 Emergency Locator Transmitter (ELT) Radio Distress Beacon CAUTION: The Government is conducting market research to identify potential sources that possess the production data, expertise, capabilities, and experience to meet qualification requirements to provide the AN/URT-26 Radio Distress Beacon; National Stock Number (NSN) 5821-01-561-9503CX, manufacturer CAGE/Part Number (P/N): (18560/453-5060) & (60253/453-5060). Potential sources must possess the ability to provide new/unused and fully functional distress beacons meeting the requirements according to the corresponding Master Requirement Codes (MRC) listed in the table below: MRC REQUIREMENTS STATEMENT ABHP OVERALL LENGTH 11.690 INCHES MINIMUM AND 11.790 INCHES MAXIMUM ABKW OVERALL HEIGHT 3.900 INCHES NOMINAL ABMK OVERALL WIDTH 3.850 INCHES MINIMUM AND 3.950 INCHES MAXIMUM AGAV END ITEM IDENTIFICATION AIRCRAFT C-5 & E-8 AMMS POWER OUTPUT 5.000 WATTS NOMINAL AMQY INSTALLATION DESIGN AIRBORNE APTS OUTPUT FREQUENCY RATING 406.000 MEGAHERTZ NOMINAL BCYR VEHICLE FOR WHICH DESIGNED AIRCRAFT FEAT SPECIAL FEATURES WEIGHT, 4 LB 10 OZ; OPERATING TEMP -20 TO 55 C DEGREE; STORAGE TEMP -55TO 85 C DEGREE; BATTERY, 5 YEAR LITHIUM; ACTIVATION, AUTOMATIC BY 4.5 FT/SECG-SWITCH OR MANUAL FTLD FUNCTIONAL DESCRIPTION A SINGLE OUTPUT ELT THAT INCORPORATES LATITUDE/LONGITUDE INFORMATIO FROM THE AIRCRAFT NAVIGATION AUTOMATICALLY ACTIVATES DURING A CRASH The proposed acquisition strategy is a three (3)-year buy contract (basic plus two ordering periods) beginning in FY17 and will continue through FY19. The projected quantities are for 42 purchases in FY17, (1-8) in FY18 and (1-8) in FY19 totaling maximum of 58 purchases over the life of the contract. The distress beacon functions as a part of the AN/URT-26 Emergency Locator Transmitter (ELT) System as a single output emergency locator transmitter that incorporates latitude/longitude information from the aircraft navigation. The AN/URT-26 Crash Position Indicator (CPI), is an aircraft installed radio beacon which operates at the international distress frequency of 243 MHz. The radio beacon and battery power source are encapsulated in a polyurethane airfoil which is ejected from the aircraft upon actuation of one of five frangible (breakable) switches, a hydrostatic switch, or the DEPLOY switch on the CPI control panel. The ELT automatically activates during a crash and transmits the standard swept tone on 121.5 and 243.0 MHz every 50 seconds for 520 milliseconds (long message protocol) the 406.028 MHz transmitter turns on and transmits an encoded digital message to the Cospas/Sarsat satellite system. The associated North American Industry Classification System (NAICS) code is: 334419. The Acquisition Method Suffix Code (AMC/AMSC) is 3Z: Items screened and found to be procured from the actual manufacturer or vendor, including a prime contractor who is the actual manufacturer. Commercial/Non-Developmental/Off-the-Shelf-Items. The Government does not own or have access to the data for these items. The Government has determined that this system is a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. There are no samples available for potential suppliers to evaluate. If necessary, potential contractors shall furnish all material, support equipment, tools, test equipment, and services needed to fill this order. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts and meet counterfeit prevention plan guidelines as outlined in Data Item Description (DID) DI-MISC-81832. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
