- Attachment 2 Attachment 1 Attachment 3 Pre-Solicitation Notice to Procure MoI Medical Consumables Proposed Solicitation Number: W91B4N-17-T-0005 Replaces previous solicitation W91B4N-16-T-0015 Date: 17 October 2016 The 901 st CBN, Bagram Airbase, Afghanistan (09345), intends to solicit and award a Firm Fixed contract for procurement of medical consumables in support of the Ministry of Interior (MoI) health care system. The purchase will replenish supplies and support medical care in the Kabul Afghan National Police (ANP) Hospital, ANP Zone Hospitals and additional medical clinics and processing centers. The current planned Solicitation will be FULL AND OPEN COMPETITION under NAICS 339113, FSC 6515. All items will be delivered to a military depot located in Afghanistan. The vendor must be knowledgeable of and comply with applicable Afghan custom laws and regulations relevant to fulfilling this requirement. The vendor must be able to deliver all required line items within the specified timeframe noted at award. The procurement for medical supplies fall under U.S. Armed Forces Class VIII, Medical Material. The requirement consists of approximately 370 line items deemed essential for the provision of medical, surgical and life-saving care. All medical supplies must be new, undamaged, in the manufacturer's original packaging, and meet required medical standards. This is a Name Brand or Equal requirement. If other than brand name is offered, the vendor must provide manufacturer specification description/literature of the item. This procurements falls under the purview of the Trade Agreements Act. Items must be procured from qualifying countries that are listed in FAR 252.225-7021, Trade Agreements. Ministry of Commerce and Ministry of Public Health licenses is required. The anticipated period of award is estimated for 05 December 2016. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this synopsis. This synopsis is not a sources sought, nor a request for competitive proposals or quotations. A complete solicitation will be posted on 26 October 2016 on FBO requesting proposals/quotes from interested parties..
