- This is a Sources Sought announcement; a market survey for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB Zone, WOSB and SDVOSB businesses are highly encouraged to participate. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Government will use responses to this sources sought to make an appropriate acquisition decision. The 145th Airlift Wing will be issuing a solicitation and awarding a firm-fixed price contract for a security barrier with chain link fence subject to the availability of funds. Location of project: 145th Airlift Wing, Charlotte, NC. Description of project: Over the next several years, the 145th Airlift Wing has numerous large construction projects occurring. This requirement will be to deliver, set in place, and eventually remove cement security barriers with chain link fence that connect together to form a complete perimeter around the specified area (map will be included in solicitation). The Government anticipates the total height of the barrier/fence to be 10'. The delivery/setting/removal will need to occur in four (4) phases, totaling approximately 6,000 linear feet (LF) of barrier/fence. Phase I (approx. 4,200 LF) will need to be in place on/about 1 March 2017. Specific information regarding length of phases and LF per phase will be included in subsequent solicitation. This notice is simply to gauge interest and capability of potential contractors. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor not later than 10:00 am EST on Tuesday, 1 Nov 2016. This notice, which shall not exceed five (5) typed pages, must include the following: (1) General company information (2) Specifications and drawings specific to barrier/fence; (3) Listing of projects completed during the past three years, both for government and private industry; and (4) Brief outline of resources, any subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
