- The NAVSUP Fleet Logistics Center Puget Sound (FLCPS) intends to solicit for a single award, firm fixed-price IDIQ service type contract for Navy Legalman Paralegal Education Program (NLPEP) in support Naval Justice School (NJS), Newport, Rhode Island. Navy Legalman Paralegal Education Program students, while undergoing their Naval Justice School accession in-resident training, are berthed onboard Naval Station Newport. The intent of this requirement is for a Contractor/Academic Institution with an American Bar Association (ABA) approved paralegal education program to 1) provide onsite/hybrid accredited paralegal training courses to LN ™s while stationed at Naval Station Newport, 2) provide distance/online/hybrid paralegal courses for when LN ™s are stationed/dispersed throughout the Navy duty locations, 3) provide paralegal studies program credit unit evaluation/matriculation of NJS accession training and prior educational credits completed by Navy LN ™s, and 4) award of Associate of Science in Paralegal Studies (or Bachelors) to Navy LN ™s completing the paralegal program studies. This requirement is intended to be negotiated on an unrestricted basis as a Commercial service in accordance with FAR Parts 12 and 13.5 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, IDIQ Services type contract with a base plus four one-year option periods. Option year pricing will be evaluated. This requirement solicitation under N00406-17-T-0013 and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 21 October 2016 with a closing date of on or before 21 November 2016. A complete statement of work will be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring this site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. All responsible sources may submit a quotation which shall be considered by FLCPS. Offerors must also be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov.
