This is a full and open competition. The awarded contract will provide the Systems Engineering Competency (AIR-4.1) with reliability & maintainability (R&M), systems safety, diagnostics, and testability support of Naval aircraft and their subsystems during the design, development, production and in-service cycles. The resulting vehicle will be a non-performance based, Cost Plus Fixed Fee (CPFF) level of effort (LOE) of 715,400 man-hours over a five (5) year ordering period. This requirement is a follow-on procurement to contract N00421-11-D-0027 (which expired 31 August 2016) and is currently being performed under contract number N00421-16-D-0011 (Task Orders 0001-0005). The incumbent is: Mantech Systems Engineering Corporation; dba, Mantech Advanced Systems International, Inc. (MASI) 12015 Lee Jackson Hwy Fairfax, VA 22033-3300 Proposal Submission dead-line is no later than Friday, 18 November 2016 at 10:00 A.M. (EST) NOTE: There is no commitment by the Government to make an award or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
