Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 833856 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. The associated North American Industrial Classification System (NAICS) code for this procurement is 532420 with a small business size standard of $32.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-10-19 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The DHS Federal Emergency Management Agency requires the following items, Meet or Exceed, to the following: Base Period of Performance: 10/21/2016 - 01/20/2017 LI 001: Copier Rental & Service: Rental of nine (9) Band D (50 - 59 cpm) Black & White copiers with stapling, collating, duplexing, sorting, and networking capabilities. Machine shall also have a document feeder and minimum of two (2) paper trays. Price to include 10,000 copies per month, staples, toner cartridges and machine service as needed, 3, Months; LI 002: Copier Rental & Service: Rental of two (2) Band D (50 - 59 cpm) Color copiers with stapling, collating, duplexing, sorting, and networking capabilities. Machine shall also have a document feeder and minimum of two (2) paper trays. Price to include 10,000 copies per month, staples, toner cartridges and machine service as needed., 3, Months; LI 003: Copy Overages: Allowance price for copy overages. (any copies over 10,000 per month limit), 1, Copy; LI 004: Hard Drive: Purchase of removable hard drive(s) from the machine after disaster recovery operations have been completed., 1, EA; LI 005: Delivery: Price for delivery, set-up, training and pick-up of copiers as identified in item number 0001. * Delivery required NLT Oct 21, 2016, 1, LOT; LI 006: Pick-up: Price for delivery, set-up, training and pick-up of copiers as identified in item number 0001. (any copies over 10,000 per month limit), 1, Copy; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Federal Emergency Management Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Federal Emergency Management Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Offeror must be registered in the SAM's database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the CCR website at http://www.SAM.gov. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Preference will be given to vendors based in the following counties in North Carolina: Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Greene, Hoke, Hyde, Johnston, Lenoir, Nash, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Robeson, Tyrrell, Washington, Wayne, Wilson. This is required under disaster declaration FEMA-DR-4285-NC (Hurricane Matthew) in accordance with Stafford Act Section 307. In order to be eligible for preference, sellers must have their primary business location as stated in SAM.gov in Florida per Stafford Act and FAR 6.6. FEMA may relocate copiers from one location within the building to another with prior 24 hour notice to vendor. Vendor may choose to prepare, relocate and/or re-install the machine but at no extra charge. FEMA will not make repairs nor alterations to the machines beyond clearing paper jams and adding toner cartridges. FEMA is self-insured. Vendor may submit claim for damage to machines beyond normal wear and tear if caused by abuse in accordance with FAR 52.212-4. Payment is not guaranteed as a result of claim submission. Equipment must be fully operational but does not have to be brand new. This is a rental with no third-party financing. It is not lease-to-own. There is no requirement to remove any pre-existing equipment. Delivery is required on October 21, 2016. Delivery address will be in the vicinity of Raleigh NC -- while the specific address of the JFO has not yet been identified, it will be determined at the time of award. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance here under shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) day of the expiration of the performance period. (a) The Government may extend the term of this contract by written notice to the Contractor within one (1) day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least five (3) days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 12 months. Period ?The dates included in the Line Items are best estimates and subject to change at the discretion of the contracting officer. The period of performance will be for 90 days commencing on the effective date of the purchase order. The total period of performance to include all options clauses, e.g. 52.217-8 and 52.217-9 for this service may extend the service for up to 12 months.?
