- Close Quarters Combat Training Performance Work Statement. The 142 nd MSG Contracting Office, 6801 NE Cornfoot Road, Portland OR 97218 will issue a solicitation RFP for Close Quarters Combat Training for the 125 Special Tactics Squadron at the Portland Air National Guard Station, Portland, OR. This solicitation is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 611699 and the small business size standard is $11 Million dollars. The entire solicitation W912JV-16-R-4XXX will be made available on the Government Point of Entry (GPE), Fedbizops website at http://www.fedbizopps.gov/ on or about November 2, 2016. Paper copies of the performance work statement will be made available upon request. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates / amendments to any and all documents. All prospective offerors interested in submitting a quote must have a commercial and government entity code ( www.sam.gov ). In order to facilitate offeror's determination of contract capabilities, the following clarification is provided for the types of service requested: SCOPE The 125th Special Tactics Squadron (STS) is required to be capable of rapidly planning, coordinating and executing a broad array of special operations missions. The 125th STS requires contracted support to provide assistance and expertise in order to aid in the development and enhancement of unit Standard Operating Procedures (SOPs) relating to mission planning and Small Unit Tactics (SMUT). This training directly enhances 125th STS's ability to support of United States Special Operations Command (USSOCOM) overseas operations. The objective of this training schedule is to provide training for 12-18 personnel. Additionally, future iterations will continue to drive the development of 125th STS Standard Operating Procedures (SOPs), which will align with SOP development of other active duty Special Tactics Squadrons. It is required that contracted instructors be familiar with the 24th STS Close Quarters Battle (CQB) SOPs. As an operational component providing personnel to various Special Operations Forces (SOF), the 125th STS requires outsourced training in order to meet its training requirements. The contractor will provide expert instruction in all aspects of assault principles; ensuring each ST operator is proficient in the core skills relevant to missions executed by the SOF units that Special Tactics partner with. As directed by the 720th Special Tactics Group (STG), course graduates will be expertly proficient in individual/team advanced handgun/carbine tactics prior to deployment. CQB fundamentals will focus on Tactics, Techniques and Procedures (TTP) currently in use by the 724th STG and be applicable/adaptable to those in use by our partnered SOF units. Having instructors that have worked with and trained the 724th STG, is absolutely critical. ST as an organization is currently in the process of reorganizing so that our organizational structure mirrors that of the 724th STG and other Special Mission Units. Because the 724th STG has already developed TTPs, we want to fall under those procedures instead of attempting to invent our own. This is particularly important because Airmen from the 720th STG can be ordered to augment and support missions with the 724th STG and need to be able to integrate seamlessly. Additionally, advanced mission planning instruction and case studies with lessons learned will provide team members the skills necessary for any successful operation whether they are a part of a Special Tactics Team (STT) or a fielded Joint Terminal Attack Controller (JTAC). ST Airmen may be required to use various charges to breach locked or barricaded entryways. Baseline training utilizing modern mechanical and explosive breaching techniques/procedures will be provided and included in varying scenarios. Following all training, instructors will provide a dynamic and realistic Full Mission Profile (FMP) scenario in order for the team to apply the skills learned and honed throughout the previous training days. Training shall be between 9-10 total days with up to 18 students provided for. Ensuring optimal instruction and safety concerns are mitigated, an appropriate instructor to student ratio of 1 to 10 will be upheld. Notes: This is a pre-solicitation. Upon close of this pre-solicitation (15 days), the solicitation period will end on or around 1 December 2016 (30 days), and the award will take place on or before 3 December 2016 to the 'best value' proposal that meets the Government's requirement.
