Description
INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Leica Microsystems, Inc., 1700 Leider Lane, Buffalo Grove, IL, 60089-6622, to procure a an upgrade for the Laboratory of Cardiac Energetics' Leica TCS SP8 MP Microscope which is required for 4-Channel HyD NDD detection. BACKGROUND The major goal of the Laboratory of Cardiac Energetics is a better understanding of the complex physiology of the cardiovascular system. Towards this goal, the Laboratory specializes in the use of non-invasive technologies to follow physiological processes in man and model systems. The laboratory is composed of four major sections: Cardiovascular MRI, Imaging Physics, Integrative Physiology, and Medical Imaging. The laboratory also has a very active clinical program evaluating the use of magnetic resonance imaging in the diagnosis of cardiovascular disease. PURPOSE The purpose of this acquisition is to procure an upgrade for the Laboratory of Cardiac Energetics' Leica TCS SP8 MP Microscope. This upgrade will give the laboratory increased imaging capabilities and allow for 4-Channel HyD NDD detection. The upgrade will also include an acousto-optic modulator upgrade for the InSight Laser, allowing for fast switching of the InSight beams which is required to prevent illuminating the sample when the scanning mirrors point outside of the field-of view. PROCUREMENT The contractor shall provide the components required to upgrade TCS SP8 MP system # 81-473 to 4-channel HyD NDD detection (existing system currently has Quad Module with 2Ch HyD NDD plus 2Ch PMT NDD) including AOM Upgrade for Insight Laser. Specifically, the contractor shall provide: •HyD-RLD 2 ch for DM6 CFS, quantity 1. (Leica HyD two channel hybrid detector for non-descanned detection on DM6 CFS/DM6000 CFS microscope. •Blocking Filter SP800 for HyD RLD, quantity 1. •AOM Upgrade InSight dual CFS, quantity 1. (Upgrade of the InSight DS+ dual beam routing for DM6 CFS by two acousto-optic modulator (AOM) for fast switching of the InSight beams, e.g. ROI-scan.) •Freight plus handling. •Installation service. JUSTIFICATION The justification is based on the fact that through the market research performed, we have determined that Leica Microsystems is the manufacturer of this equipment and the only source for compatible hardware and software upgrades. Leica Microsystems does not authorize third party vendors to produce or manufacture hardware and software upgrades for their products. Due to this, Leica Microsystems is the only vendor capable of fulfilling the Government's requirement. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1,000 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-91 (September 30th, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by October 24, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-HL-2017-011-KMA. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6127, Bethesda, Maryland 20892-7902, Attention: Kevin Alvarez.
