Description
Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. This Sources Sought is for O&M services in support of the Naval Test Mission. The resultant contract is expected to be a 5 year, performance-based Cost-Plus-Fixed Fee (CPFF) contract. This requirement supports Naval Air Warfare Center Weapons Dvisions (NAWCWD) GQM-163A target operations and maintenance (O&M). This support includes Trajectory Development and defined O&M activities for GQM-163A aerial target systems required to ensure that U.S. Navy weapons systems test and evaluation (T&E) and development tests are adequately supported. This contract includes support for Foreign Military Sales (FMS) testing activiites. The purpose of the O&M is for the build-up, test, and launch of the target and the purpose of trajectory is to instruct the target how to fly. The GQM-163A is a supersonic sea skimming target (SSST) with high diver (HD) capability. It is an expendable, ducted rocket powered target capable of flying at low and high altitudes and supersonic speeds. The GQM-163A system includes the GQM-163A vehicle, the MK70 Mod 1 booster, the MK7 Mod 1 launcher, and required ground support equipment (GSE), as listed in section 3.2.2. GQM-163A targets are launched from modified MK 7 Mod 1 TALOS dual-arm launchers employing automated launch control hardware. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about January 2017. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to jessica.r.rodriguez1@navy.mil or mailed to Commander, Code 254410D Jessica Rodriguez, NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 on 01 November 2016. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-16-R-0023 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
