- NOTICE OF CONTRACT ACTION AFTC/PZIE, 205 West D Ave, Eglin AFB, Florida 32542, intends to issue a new sole-source contract to The Corporation of Mercer University - Mercer Engineering Research Center (MERC), Warner Robins, GA, for an Upgrade to the ALE-47 Countermeasure Dispenser System (CMDS) Mission Data Verification System (MDVS). The Government anticipates award in November 2016, of a firm-fixed-price contract type. The statutory authority utilized is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B), only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive proposals, bids, or quotes and a Request for Proposal (RFP) will not be issued. All responsible sources may submit a response in the form of a capability statement, proposal, or quotation which, if received by the response date of this notice, shall be considered by the agency. Submission of any of documents shall be at the contractor's expense. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is in support of the 53 RD Wing, 36 TH Electronic Warfare Squadron. The proposed contractor developed the hardware for these systems. The proposed North American Industry Classification System (NAICS) code for the future acquisition is 334511, size standard 1250 employees. All responses received within fifteen (15) calendar days after the date of publication of this notice will be considered by the Government.
