- RFP Attachment 3: QASP RFP Attachment 2: Vendor Technical Specification Tables RFP Attachment 1: PWS for Global Lightning Data FA4600-15-R-0022 Global Lightning Data RFP UPDATE 18 OCT 2016: Official RFP Posting Global Lightning Data Document Type: Pre-Solicitation Notice S olicitation Number: FA4600-15-R-0022 NAICS Code: 541990 APPROXIMATE SOLICITATION ISSUE DATE: August 2016 The 55 th Contracting Squadron will be conducting the solicitation and award of a full and open competition, non-personal services, firm-fixed price, follow-on contract for the purchase of global lightning data for the 557 Weather Wing (557 WW). The Government anticipates issuing a Request for Proposal (RFP) for a five year contract consisting of one base year and four one year option periods. In addition, FAR clause 52.217-8, Option to Extend Services will be included. The anticipated contract start date is 1 March 2017, subject to availability of funds. This requirement is to purchase global lightning data which provides Air Force weather forecasters with near-real time lightning data used for situational awareness and prediction of weather events. A summary of the primary tasks to be performed by the contractor is as follows: Provide streaming global lightning observation data in accordance with the PWS. It will include both cloud-to-ground (CG) and cloud flash (CF) lightning data. The data will come from 26 zones covering the entire globe. The Contractor's lightning detection network transmits data to the Air Force Weather Strategic Center 24 hours a day, seven days a week. Provide uninterrupted data flow, communications and data distribution and vendor verification that lightning data it provides meets Air Force lightning data technical requirements. Provide network availability at 98% or better in each zone. Please reference draft Performance Work Statement (PWS) for Global Lightning Data, dated 29 Feb 2016, draft 52.212-1, Instructions to Offerors-Commercial Items, draft 52.212-2, Evaluation-Commercial Items, and draft Attachment 3, Vendor Technical Specification Tables, also posted with this notice. This acquisition will be conducted using commercial procedures per FAR Part 12 and FAR Part 13.5. The RFP and all associated documents, when issued, will be posted on http://www.fedbizopps.gov. No solicitation is available at this time. Hard copies of the solicitation WILL NOT be issued. Offerors are encouraged to register through http://www.fedbizopps.gov to receive notices for documents posted for solicitation number FA4600-15-R-0022. The NAICS code is 541990, and the size standard is $15 Million. Address questions via e-mail to the contract specialist and contracting officer only. No discussions will be conducted telephonically. The Government is requesting industry feedback on the draft PWS and draft evaluation criteria posted with this notice.
