- United States Special Operations Command (USSOCOM) Program Management Counterproliferation (PMCP) is issuing this Sources Sought Notice as a means of conducting market research to identify companies having an interest in, and the technical resources to, upgrade and support USSOCOM's Mobile Cellular Network (MCN) at Fort Bragg, North Carolina. The USSOCOM requirement primarily centers on operations, sustainment, and upgrades of USSOCOM's existing cellular network consisting of three cellular trailers, a core network trailer, and two mobile backhaul trailers. As part of the sustainment effort, USSOCOM may be required to procure and install additional radios, technologies, and/or additional Cellular on Wheels trailers. The USSOCOM MCN is two years old and we do not intend to conduct a grass-roots development or procurement of a new system. The purpose of this Sources Sought is to evaluate the current industry landscape and determine if there are enough interested and qualified sources capable of providing USSOCOM with MCN operational support and sustainment to warrant a competition. All interested parties capable of producing, sustaining, and operating a mature USSOCOM MCN system may identify their interest and capability to support this requirement. Packages should not exceed 15 pages, and should fully address all of the following areas: 1) Ability to procure, service, support, and provide licensing for Ericsson cellular equipment in support of the Department of Defense (hardware and software) 2) Hands-on experience integrating and operating large scale 2G, 3G, and 4G commercial cellular networks 3) Performance of system configuration audits to determine compliance with relevant 3GPP specifications 4) Access to Ericsson Level/Tier 3 support and subject matter experts for expeditious problem resolution 5) Ability to define, change, and script system parameters to provide a range of cellular testing environments 6) Experience maintaining configuration management systems with hundreds of individual configuration items 7) Capability, capacity, and property management for performing systems integration, production, and fabrication 8) Experience conducting RF planning, drive testing, and obtaining Special Temporary Authority from the FCC 9) Periodic technology roadmaps of Ericsson global rollouts of hardware, software, and features 10) Resident Level/Tier 1 and 2 help desk support, RMAs, and service dispatch for all MCN items THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fourteen (14) days of this sources sought will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Responses to this notice shall be submitted electronically to roger.stevens@socom.mil and matthew.sheridan@socom.mil. The subject line shall read "PMCP/MCN". Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to satisfy this requirement. Executable files shall NOT be submitted. All interested parties must be registered in Central Contractor Registration (CCR) and the profile reflects that the offeror is registered with the North American Industry Classification System (NAICS) of 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.
