- CHANGES UNDERLINED IN BOLD PRINT 1.CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation(s) based on demonstrated competence and qualifications for the required work. The US Army Corps of Engineers, Los Angeles District is seeking sources in support of Construction Management Services for LARGE scale Veterans Administration (VA) construction projects primarily throughout the State of California. This solicitation is 100% set-aside for Small Businesses to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The contract is for sixty (60) month period or until the not-to-exceed amount of $9,800,000.00 has been met, whichever occurs first. Work will be issued by negotiated firm-fixed price task orders. The estimated contract start date is April 2017 for a period of sixty (60) months. Work is subject to availability of funds. The North American Industry Classification System (NACIS) code is 541330. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service contract Act, as determined relative to the employees office location (not the location of the work). To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). PROJECT INFORMATION: The work and services may include all or any of the following tasks: (I) Performs Biddability. Constructability. Operability. Environmental reviews; (2) Provide support in preparing the Government's Quality Assurance Plan for newly awarded contracts; (3) Provide support for and attend preconstruction conferences and mutual understanding meetings; (4) Review selected contractor submittals and provide written comments to the Contracting Officers or Contracting Officers Representative (COR); (5) Assist with the government's Quality Assurance Program; (6) Attend regular coordination meetings conducted between Corps of Engineers, construction contractors and the Users; (7) Review RFT's; (8) Draft Request for Proposals, prepare Basic Change Documents for pending changes; (9) Prepare cost estimates for pending changes and task orders: (I0) Provide support for preparing Corps of Engineer's contracts: (11) Provide support for preparing monthly reports and status briefing materials; (12) Provide technical review of contractor's request for equitable adjustments and formal claims: (13) Attend pre-final and final inspection of newly completed work; (14) Prepare contract or task order closeout documents; (15) Conduct review of mechanical (HVAC, gas and water equipment and piping), electrical and fire protection systems; (16) Perform asbestos and lead­ based paint surveys on an unspecified number of buildings; (17) Oversee asbestos abatement work by performing site surveillance; (18) Prepare/submit Quality Assurance Report (QAR) for any on-site surveillance during construction phase: (19) Review Designer of Record prepared submittals list: (20) Review Construction Contractor's prepared as built drawings: (21) Participate in the four and nine month warranty inspections: (22) Attend a variety of meetings concerning construction projects: (23) Provide engineering expertise for specific mechanical, electrical, architectural and civil /structural design and construction problem resolution: (24) Evaluate construction contractor claims: (25) Testify for the Government as an expert witness in defense of claims submitted by the construction contractor. (26) Process survey data to AutoCAD and Microstation drawing formats. (27) Process survey data collected from soundings to AutoCAD and Microstation formats. (28) Complete the national agency check (NAC) for access to DoD computers; (29) Evaluate and Advise Contracting Officer or Contracting Officer's Representative on environmental compliance issues (examples are in SWPP, Air Quality, Endangered Species, Permits and Clearances; (30) Provide expert witness reviews and participate in meeting LEED, Systems Commissioning, tests and inspections ; (31) Perform reviews of contractors baseline schedules/ schedule updates/revisions or develop schedules for pending new projects or pending changes. The firm selected for this contract will be expected to submit an overall quality assurance plan and a quality control plan for each task order. These plans must adhere to during the work and services required for each task order. In Section H of the SF330, describe the firm's overall Design Quality Management Plan (DQMP). The plan must be approved by the Government as a condition of contract award, but is not required with this submission. 3. SELECTION INFORMATION: Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location or firm, specialized technical expertise or other requirements listed. Following initial evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiations. Selection of firms for negotiation shall be made through an order of preference based on demonstration competence and qualifications necessary for the satisfactory performance of the type of professional services required. The selection criteria are listed below in descending order of importance. Criteria A through E are primary. Criteria F through G are secondary and will only be used as "tie-breakers" among technically equal firms: A. Personnel qualified in civil engineering with specialized qualifications that include knowledge and recent experiences in the following key disciplines are to be used: civil engineering to include planning, design, cost, transportation, water resources, environmental, structural and geotechnical to construction engineering. Past Performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. E. Knowledge of Computer capabilities and experience using: (i) Resident Management System (RMS) (ii) Scheduling Software (iii) AutoCADD/Mircrostations/Arc-GIS F. Geographic proximity (physical location) of the firm in relation to the location of project(s). G. Volume of DOD contract awards in the last 12 months. 4. SUBMISSION REQUIREMENTS: Interested AE Firms having the capabilities for this work are invited to submit one (1) completed Standard Form (SF) 330, Architect-Engineering Qualifications Part I and II and one (1) SF 330 Part II for each firm that will be part of the team, to the above address not later than 4:00PM on the response date indicated above. Lengthy cover letter and generic corporation brochures or other presentations beyond those sufficiently present a complete and effective response are not desired. Phone calls and personal visits are highly discouraged. Response to this notice must be received within thirty (30) calendar days from the date of issuance of this synopsis. If the 30th day is a weekend day or a Federal holiday, the deadline is the close of business of the next day. Include DUNS number of the office that will perform the work. The SF 330 Part I shall not exceed 70 pages (8.5" x 11"), including no more than ten (10) pages for Section H. Each side of paper is one page. Use no smaller than 12 point font type. In Section H, indicate the estimated percentage involvement of each firm on the proposal team. Include an organization chart of the key personnel to be assigned to the project. No other general notification will be made of this work. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period.
