The resulting contractor will undertake a new five year-program to support the implementation of the School-Based Violence Prevention Activity (SBVPA). The SBVPA is an integral part of a broader portfolio directed to achieve USAID/Honduras' CDCS Development Objective 1 (DO1): Citizen Security Increased for vulnerable populations in urban, high-crime areas, Sub-Intermediate Result 1.1.2, "Quality services that protect against violence increased." In support of USAID/Honduras' citizen security strategy, the Mission is introducing violence prevention strategies for youth within school settings. The purpose is to: 1) address school-based violence that impedes the delivery of education and its goals of access, retention and learning; and 2) use education and school processes to contribute to violence prevention in target communities. This activity will be conducted in the DO1 predetermined municipalities of Tegucigalpa, San Pedro Sula, La Ceiba, Choloma and Tela; and it will focus on education centers which may include "Centros Basicos" (grades 1-9), "Institutos" (grades 10-12), vocational centers and alternative education programs which are held on school grounds. You are invited to submit a proposal in accordance with the requirements set forth on this RFP. This procurement shall be conducted through a full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Issuance of this RFP does not obligate USAID/Honduras to award a contract, nor to pay any cost associated with the preparation or submission of proposals. USAID/Honduras reserves the right to award a contract without discussions, initial proposals should represent the offeror's best proposal.
