Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M33610-17-T-0001 is issued as a Request for Quotation (RFQ). This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 and Department of Defense FAR Supplement (DFARS) current to DPN 20121116. Winter Lodging and Ski Pass Performance Work Statement : Mountain Warfare Training Center (MCMWTC), Bridgeport, CA has a requirement for the following: *The following minimum requirements apply to all CLINs: *Lodging shall meet the following requirements: *Rooms: -double occupancy *Conference Room: In addition to lodging, the contractor shall provide adequate Conference Room/Classroom space for each block of dates and for the number of personnel specified. Conference Room/Classroom space is not required on the check-out date. *Ski Area shall meet the following requirements: -Located within 100 miles of Marine Corps Mountain Warfare Training Center -Access to Operational Ski Area: 0800 - 1700 -Multiple Downhill routes, varying in difficulty. *Transportation From Lodging To Ski Area: (If not ‘ski-in/ski-out') - Shall be Less than or equal to10 minutes one-way - MWTC Personnel shall be transported in groups no smaller than 10 at a time, with exception of the last group transportation is provided to. -If multiple vehicles are needed for transportation, All MCMWTC personnel shall be transported from the lodging area to the ski area within 25 minutes. *Transportation plan shall be submitted for evaluation along with quote. CLIN 0001: Ski Season Passes; valid from 14 Nov 2016 - 8 Apr 2017 with no blackout dates and transferable. Quantity: 80 CLIN 0002: Lodging, Conference Room, Ski Area. Quantity: (120) rooms Check-in: 13 Mar 2017 Check-out: 17 Mar 2017 (4 nights). Number of personnel: 60 (30 Rooms). CLIN 0007: Lodging,Conference Room, Ski Area. Quantity: (80) rooms Check-in: 27 Mar 2017. Check-out: 31 Mar 2017 (4 nights). Number of personnel: 40 (20 Rooms). Due to MCMWTC's location, only quotes from Resorts within 100 miles of the MCMWTC will be considered for award. 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); Technical and past performance, when combined, are Significantly less important than cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) *The lowest quote received will be evaluated first. If the lowest quote is found to be technically acceptable, no other evaluations will be made and an award will be made. If the lowest quote received is NOT technically acceptable, the next lowest quote received will be evaluated. This process will continue until an award decision is reached. This is not a requirement for event planning services. Award will not be made to an offeror, which requires the Government to execute a separate agreement with a third party. Please ensure that your quote contains the following Company Information: Point of Contact (name, phone number, email address), Address, DUNS, CAGE code, and Tax ID number. Contractors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their quotes, unless contractors certify that their ORCA information is up to date.
