- This is modification 3 to the special notice entitled, Multi-Purpose Crew Vehicle (MPCV) Program Integration Contract II (MPIC II) - NNJ16591055L. The purpose of this modification is to inform all interested parties that the Government does not intend to issue a solicitation for MPIC II. At this time, the Government intends to cease all efforts related to the MPIC II acquisition, and no further notices will be posted. The Johnson Space Center appreciates your interest in MPIC II and encourages interested parties to monitor the NASA Acquisition Forecast for other business opportunities (https://www.hq.nasa.gov/office/procurement/forecast/). Procurement Background The Multi-Purpose Crew Vehicle (MPCV) Program Integration Contract (MPIC) provides program, planning, and control (PP&C) and engineering support services to the Orion MPCV Program and is currently in its final year of performance (ending September 30, 2017), with no additional options left to exercise. In June 2016, the Procurement Development Team (PDT) began efforts to compete the follow-on contract, MPIC II. On June 6, 2016, the Government issued a Request for Information (RFI), NNJ16591055L, for industry to provide input for MPIC II. The RFI closed on July 1, 2016 with 13 responses received. On September 13, 2016, the Government hosted a Virtual Industry Day, and conducted one-on-one meetings September 14-15, 2016. Procurement Strategy Forward After considering all market research obtained during the RFI and one-on-ones, reviewing Johnson Space Center (JSC)'s overall contract portfolio, and considering the Orion MPCV Program's overall acquisition strategy, the PDT determined that it was in the best interest of the Government to integrate the anticipated MPIC II requirements into an existing JSC contract. This decision aligns with JSC's 2.016 goals to improve our ways of doing business and the Strategic Acquisition Forecast Evaluation (SAFE) initiative which provides an integrated and efficient acquisition strategy for recurring procurement needs. The PP&C and engineering support services required by the Orion MPCV Program are in scope of the Mission and Program Integration (MAPI) contract NNJ12GA46C, which has options through September 30, 2020. Therefore, the Government plans to utilize the MAPI Contract to meet the Orion Program PP&C and engineering support requirements beginning October 1, 2017.
