Description
1. Purpose: The Missile Defense Agency (MDA) Aegis Ashore (AA) Program is seeking the best value solution to staff the follow-on Aegis Combat System (ACS) Maintenance Team at the Aegis Ashore Missile Defense Test Complex (AAMDTC) at the Pacific Missile Range Facility (PMRF) in Kauai, Hawaii. This team must maintain the ACS equipment in support of daily operations to include Aegis Weapon System (AWS) computer program testing, Aegis Ashore tactics and techniques development, Aegis Ashore live-fire testing, and providing a platform for initial installation of upgrades and improvements to the Aegis Ashore system and design. This market research will provide information to: 1) identify potential sources and their experience base to fulfill the requirements; 2) support the development of acquisition requirements, strategies, and cost estimates; 3) identify barriers to competition to reduce competition risk; 4) determine the need for documentation necessary to support proposal preparation; and 5) provide information on the capabilities of small business to fulfill the requirements in order to assess the feasibility of a total Small Business set-aside. The contemplated contract type is Cost Plus Fixed Fee (CPFF) Level Of Effort (LOE). The resultant knowledge aids MDA in determining the best acquisition strategy to fulfill this requirement. This is a market research announcement for informational planning purposes only and does not constitute a formal Request for Proposal (RFP), nor shall it be construed as a commitment by MDA. Information submitted will be considered an exchange of capabilities. Any proprietary information provided should be properly marked and MDA will control it as such. MDA is not accepting any classified information. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by MDA. MDA is not bound by this information if a solicitation is issued. No funds are available to pay for preparation of responses to this announcement. Any information submitted by responders to this Request for Information (RFI) is strictly voluntary. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided herein is subject to change and does not bind the Government to solicit for or award a contract. 2. Background: The AAMDTC was established in March 2014 to act as the MDA testing asset to conduct developmental and operational test events for the BMDS efforts. The AAMDTC is representative of the forward located operational Aegis Ashore Missile Defense Systems (AAMDS) sites, containing largely the same ACS configuration as the deployed AAMDS sites with the exception of containing only one Vertical Launch System (VLS) launcher. All live-fire testing for the life cycle of the deployed AAMDS will be conducted at the AAMDTC for test safety reasons. The AAMDS being built in the European Theater has a proposed life span of 25 years. Due to the requirement to execute live-fire testing at the AAMDTC over the life span of the Aegis Ashore systems, MDA is required to maintain the ACS equipment. The system is not designed to be fully taken out of an operational state during downtimes only to be brought back up again for operational use. The AAMDTC is designed to be up and running at all times; therefore, it requires a full-time compliment of ACS maintainers. 3. Description: The purpose of this RFI / Sources Sought is to aid MDA in determining if there is sufficient industrial expertise and interest to staff the ACS Maintenance team at AAMDTC at the PMRF in Kauai, Hawaii. The billets described below are considered to be technicians. These personnel have a unique expertise in the respective component of the ACS that can only be attained through formal training at Navy schoolhouses or from Original Equipment Manufacturers (OEMs): Maintainers The contractor shall provide qualified personnel to support operation and maintenance of all AA equipment and associated facilities such as the Deck House (DH), Deck House Support Building (DHSB) and launch facility at PMRF. The contractor shall provide overall technical support for the equipment and systems installed in the DH/DHSB and launch facility and shall perform and support activities involving planning and coordination, technical assessments, scheduled and unscheduled maintenance, installations, repairs (using Government-provided material/stock), modifications, testing, start-up fault isolation and corrective actions. The contractor shall ensure all personnel maintain a SECRET security clearance. The contractor shall attend on-site Government provided training for expected responsibilities. In addition, the contractor shall provide 24/7 coverage of the equipment by implementing rotating shifts of the mechanical and electrical/universal control console maintainers. The contractor shall interface with MDA leadership to plan and execute operations and maintenance activities at AAMDTC in addition to assessing and responding to emergent need requests. The contractor shall prepare plans/schedules to support AAMDTC events. The contractor shall comply with all applicable corporate and government policies relevant to the assigned positions. Aegis SPY-1 The contractor shall perform Aegis SPY-1 efforts IAW the Navy Planned Maintenance System (PMS) (OPNAVINST 4790.4 series in effect as of November 2013) and Information Assurance Technical (IAT) level II certification to support privileged system administrator access to the Multi-Mission Signal Processor. The contractor shall provide technical support for the AN/SPY-1D(V) radar and its ancillary equipment including engineering/technical evaluations, assessments, equipment functional checks, technical assists, troubleshooting, test, analysis and equipment repair, installation, operation, maintenance, and/or connectivity faults for these systems and equipment including interfaces to peripheral, interfaced and support systems. The contractor shall assist Government personnel to analyze and resolve malfunctions detected during equipment operation and testing. The contractor shall perform maintenance including fault isolation, tests, alignments, and repair on assigned equipment at the organizational level using the Operational Readiness Test System (ORTS) and supporting work package documentation. The contractor shall leverage preventive and corrective maintenance as training opportunities to develop and enhance U.S. Navy sailor technical proficiency. The contractor shall perform efforts at heights and aloft to support the Aegis SPY-1. This position shall be capable of operating the Radar System Coordinator (RSC) submode during test and live mission events which do not include the control of live ordnance. At a minimum, this position shall be able to execute RSC test plan requirements from the RSC submode. MK 99 Fire Control Technician The contractor shall perform preventative and corrective maintenance on the MK-99 Fire Control System (FCS) equipment IAW the Navy Planned Maintenance System (PMS) (OPNAVINST series in effect as of November 2013). The contractor shall provide MK 99 FCS subject matter expertise while troubleshooting and repairing casualties. The contractor shall assist Government personnel to analyze and resolve malfunctions detected during equipment operation and testing. The contractor shall perform maintenance including fault isolation, tests, alignments, and repair on assigned equipment at the organizational level using the Operational Readiness Test System (ORTS) and supporting work package documentation. The contractor shall perform efforts at heights and aloft to support the Aegis SPY-1. This position shall be capable of operating the Missile System Supervisor (MSS) submode during test and live mission events which do not include the control of live ordnance. At a minimum, this position shall be able to execute MSS test plan requirements from the MSS submode. Aegis Computer Network The contractor shall perform maintenance tasks for the Aegis computer network IAW the Navy PMS (OPNAVINST 4790.4 series in effect as of November 2013). The contractor shall provide sustainment of legacy interfaces (e.g., Naval Tactical Data System, MIL-STD 1553) and IAT level II certification to support privileged system administrator access to tactical AWS networks. The contractor shall provide technical support for the AWS infrastructure and Aegis Local Area Network (LAN) interconnect system (ALIS) including engineering/technical evaluations, assessments, equipment functional checks, technical assists, troubleshooting, test, analysis and equipment repair, installation, operation, maintenance, and/or connectivity faults for these systems and equipment including interfaces to peripheral, interfaced and support systems. The contractor shall assist Government personnel to analyze and resolve malfunctions detected during equipment operation and testing and perform maintenance including fault isolation, tests, alignments, and repairs on assigned equipment at the organizational level using the ORTS and supporting work package documentation. The contractor shall leverage preventive and corrective maintenance as training opportunities to develop and enhance U.S. Navy sailor technical proficiency. This position shall be capable of operating the Combat System Coordinator (CSC) submode during test and live mission events which do not include the control of live ordnance. At a minimum, this position shall be able to execute CSC test plan requirements from the CSC submode. VLS The contractor shall provide life cycle support, including routine, preventive, and corrective maintenance, alignment for start-up and shut down, routine operations and monitoring, and emergency/casualty response for the launch facility including the Launcher Module Enclosure (LME), LME vestibule, and launcher. Mechanical and Electrical/Universal Control Console The contractor shall plan, coordinate and manage life cycle support including routine, preventive, and corrective maintenance, alignment for startup and shut down, routine operations and monitoring, and emergency/casualty response for the following systems: •· Universal control console and power control machinery system and building automation system interface •· Diesel generators •· 400Hz static frequency converters •· Low pressure air compressors •· Low pressure air dehydrators •· Chilled water air conditioning units •· Power distribution systems and 60 Hz converters •· Fire extinguishing equipment The contractor shall coordinate maintenance activities and manage overall operations and support for mechanical and electrical systems at the site. System Operational Support The contractor shall support system operational and on-site engineering support, including but not limited to: testing for Fleet / Host Nation Issues, fault replication / problem reconstruction and resolution; pre-deployment operational readiness improvement; ground-based testing (BMDS) support; computer program development / maintenance; certification testing overflow site; and real-world event support. The contractor shall be responsible for proper activation and operation of the system, identify and resolve equipment and computer program issues, perform analysis of element test results and report findings as necessary to support functional tests, and provide engineering support for the interfaces and capabilities and limitations for the following elements as required: Multi-Mission Signal Processor (MMSP): AN/SPY Radar System MMSP equipment suite, setup configuration, equipment interfaces and identification of proper data extraction requirements, SPY Radar System MMSP computing environments including Operating Environment (OE), configuration and computer program operation and interface with other elements. Infrastructure: computing infrastructure, Aegis Common Equipment Group (ACEG) and ALIS equipment, setup configurations, equipment interfaces, ACEG and ALIS computing environment including OE, configuration and interface with other elements. Aegis Display System (ADS) / Mission Planner: ADS equipment suites, setup configurations, equipment interfaces and data extraction requirements, ADS and Mission Planner computing environment including OE, configuration and computer program operation and interface with other elements. Weapon Control System (WCS) Field Engineering: WCS / FCS equipment suites, setup configurations, equipment interfaces and data extraction requirements, WCS computing environment including OE, configuration and computer program operation and interface with other elements. Provide Warhead Data Receiver Cabinet (WDRC) operational support (support WDRC operations and interfaces and well as AWS functionality and operation). Command Decision (CND) Field Engineering: CND equipment suites, setup configurations, equipment interfaces and data extraction requirements, CND computing environment including OE, configuration and computer program operation and interface with other elements. Provide LINK operational support (support C2P, Common Data Link Management System, operations, and Multifunctional Information Distribution System including their applicable interfaces and supporting AWS). SPY/ORTS Systems Field Engineering: AN/SPY/ORTS Radar System equipment suite, setup configuration, equipment interfaces and identification of proper data extraction requirements, SPY Radar System and ORTS computing environments including OE, configuration and computer program operation and interface with other elements. Responsible for SPY radiation safety processes and will provide engineering support for the interfaces and capabilities and limitations. Track ID Field Engineering: AN/UPX-29(V), AN/USG-2(V), and AN/FSC-147(V)1 system equipment suites which includes setup configuration, troubleshoot and repair (as applicable), maintain equipment interfaces and identification of proper data extraction requirements (as required) for AWS / ORTS computing environments. Program and Integrated Performance Management The contractor shall designate a qualified Program Manager (PM) who may have specific task managers and who shall have complete responsibility for the planning, execution and control of all aspects of the CLIN and for directing in-house and subcontractor efforts. The PM shall assure that the necessary controls of support efforts are appropriately supplied (including Data Management, Financial Management, and Subcontractor Management). The PM shall provide programmatic and technical risk management and periodic reporting. The PM shall have the necessary authority to utilize the company's resources to assure the SOW is accomplished consistent with technical, cost and schedule requirements and prudent programmatic and technical risk mitigation. The contractor shall establish, maintain, and use in the performance of this contract, an integrated performance management system. Central to this integrated system shall be a validated Earned Value Management System (EVMS) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 252.234-7001, DFARS 252.234-7002 and the EVMS guidelines contained in ANSI/EIA-748-B. To establish the integrated performance management system, the EVMS shall be linked to and supported by the contractor's management processes and systems to include the integrated master schedule, contract work breakdown structure and the change management, material management, procurement, cost estimating, and accounting processes and systems. The North American Industry Classification System (NAICS) Code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a small business size standard of 500 employees, is the intended NAICS to be used for this action. 4. Draft Specifications/Technical Data: Drawings and specifications are available upon request via VIEWNet to Department of Defense (DoD) and U.S. DoD Contractors only. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of a capability statement package in order to receive consideration. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. This program includes technical information that has been designated as Distribution D and is only releasable to current and approved Department of Defense (DoD) contractors. Contractors must have a Common Access Card (CAC), VeriSign Public Key Infrastructure (PKI) certificate, or ORC ECA PKI certificate in order to obtain access to VIEWNet. Additional guidance and instructions governing the handling and submission of For Official Use Only (FOUO)/Controlled Unclassified Information (CUI) will be provided in the form of the FOUO/CUI supplement which will be made available on VIEWNet. Respondents Submittal: Respondents who believe they can meet the requirements and information requested in this RFI should submit a package no later than 21 November 2016, to include a white paper in pdf electronic format, not to exceed 20 pages, (8.5 inch X 11 inch page using Times New Roman 12 pt font, with one inch margins on top, bottom and sides (11 inch X 17 inch foldouts shall be counted as two pages)).
