- 1. This synopsis is for the procurement of 1 each Turbocharger, QSK19, Item Number - 116001000, LVPS; 2 each 240VAC, 22kW, Item Number - 143009000; 1 each Conditioner, Carrier Low Profile., Item Number - 153004001, 1 each Inverter, 2 X 2000W 115Vac 60H, Item Number - 143002000; 1 each Electric Hand Brake Left Hand, Item Number - 151001000. National Railway Equipment (NRE) Mount Vernon, Illinois is the only source authorized. This NRE designed locomotive incorporates unique parts and components which were specifically designed to meet EPA diesel emission standards. These parts are proprietary to NRE and are the only parts that can be used to comply with EPA regulations. 2. The proposed solicitation will be for a firm fixed price requirement for a Department of Defense Rail System for the Defense Generator and Rail Center in Ogden, Utah. 3. This is a Sole Source procurement. North American Industry Classification System Code is 336510; size standard is 1,000 employees. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); therefore hardcopies will not be provided. 4. Proposals submitted must be in electronic format as stated in the solicitation. 5. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Federal Business Opportunities website. Estimated issue date of solicitation is 19 October 2016. CAUTION: 6. The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the Federal Business Opportunities website in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of your proposal.
