- Description
- The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids (IFB) for a contract in Durham and Middletown, Connecticut. This project is to install a new water distribution system in Durham while using the existing water distribution system in Middletown for its water source. This procurement will be a small business set-aside only. The NAICS code for the work is 237110 with a size standard of $36,500,000. This project is scheduled to be awarded in early 2017 with construction completion in 2019. The estimated construction cost is $10 to $30 million. The proposed project includes approximately 24,000 linear feet of 6" through 16" ductile iron water mains; an 880,000 gallon pre-stressed concrete water storage tank with new access road; hydrants, valves, tees and other fittings; service connections to approximately 200 buildings; two blow-off valve assemblies; three vaults for an altitude valve, a water meter, and a pressure reducing valve; modifications to the existing Long Hill Pump Station in Middletown; site work including blasting, storm drains, and paving; and abandonment of approximately 110 private drinking wells. The Government anticipates including two definitive responsibility criteria in the solicitation. In addition to examining the criteria in FAR 9.104-1, the Contracting Officer will also examine whether the low bidder can meet the following experience requirements: 1. A project completed within the past seven years that involved construction of a new water line of greater than $5 million that included at least 50 service connections. 2. A project completed within the past seven years that involved construction of a new water storage tank with capacity of at least 500,000 gallons. The Contracting Officer will verify that the submitted projects meet the definitive responsibility criteria as part of the responsibility determination. Bidders are not required to submit additional documentation related to these criteria at the time of bid. The bidder anticipated to receive will be required to submit documentation of the experience in the definitive responsibility criteria within 3 business days of bid opening. This is NOT a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission will be available on or about November 16th, 2016. The bid opening date will be stated in the solicitation. Please note this solicitation will be a small business set-aside. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online. In order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
