Description

PLEASE READ THIS ENTIRE NOTICE CAREFULLY. This is a pre solicitation notice for commercial supplies. The Veterans Health Administration (VHA) Bedford Health Care System (BHCS) has a requirement for pharmaceutical grade medical oxygen gas. The North American Industry Classification Systems (NAICS) code is 325120, and size standard is 1,000 Employees. This solicitation is not under the SBA Non-manufacturer Class Waiver List. Therefore, this requirement shall be solicited unrestricted to vendors that can provide the medical gases in FDA compliance; and it not eligible for a small business set-aside under FAR 19. GENERAL: The contractor shall provide Medical Gases oxygen tanks to the Bedford Medical Centers located in Massachusetts. The VA intends to award a firm fixed price (FFP) contract. for the provision of medical gases oxygen tanks. This will be an (Indefinite Delivery Indefinite Quantity) IDIQ contract with a 12 month base year and four option years. Quantities are estimated quantities and deliveries will occur as needed on a weekly basis. The estimated award date is on or before January 1, 2017. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Delivery of Medical Gases Oxygen tanks SCOPE OF WORK: A. General: The scope of this requirement involves providing medical gases oxygen tanks. PSC/FSC: 6505 Drugs and Biologicals subject to the Federal Food, Drug and Cosmetic Act. The vendor shall supply and deliver medical -grade oxygen within the time frame specified in the schedule to each Boston VAMC. All oxygen shall be manufactures, processed, packed, transported and stored according to the FDA's current Good Manufacturing Practices (CGMP) regulations, all labeling shall comply with FDA's labeling regulations (21CFR Part 201). Medical gases are drugs within the meaning of section 201(g)(1) of the Federal Food, Drug, and Cosmetic Act (FD&C Act) (21 USC 321(g)(1)). Reference: Page 3, paragraphs 1 - 3; Food and Drug Administration Compliance Program Guidance Manual (Program: 7356.002E, Implementation date March 15, 2015). In addition, the US Department of Transpiration (DOT) regulates the labeling, inspection and quality of all compressed air tanks and the contractor is subject to those pertaining regulations. The placarding of transport vehicles, licensure of drivers and vehicles and their operation is subject to the regulation of the Division of Motor Vehicles of the Commonwealth of Massachusetts. RFQ PACKAGE: The Solicitation package shall be posted to Fedbizopps. No solicitation packages will be mailed. Responses to the solicitation shall be concise and be specifically directed to the requirement referenced above. Offeror's shall monitor Fedbizopps for changes or amendments. All inquiries shall be via email, and all questions and responses will be posted to the FEDBIZOPS website as an amendment to the solicitation.
