- Under this task order, the scope of work is to conduct a water injection test of a Rolls-Royce F405-RR-402 turbine engine that will reduce risk and advance key enabling technologies for Turbine-Based Combined-Cycle (TBCC) hypersonic propulsion systems. The goal of this work is to evaluate the capability of using water injection to extend the operability of Off the Shelf (OTS) turbines, specifically an F405-RR-402 turbine. The base period consists of the following sub-tasks: 1) Checkout of an F405-RR-402 Engine, 2) F405 Engine Performance and Operability Analysis, 3) Test Hardware Design and Test Planning Support, 4) Meetings Support and Reporting. The option period consists of the following sub-tasks: 1) Test Hardware Development and Test Planning Support, 2) Hardware Installation and Test Support, 3) Post-Test Data Analysis and Engine Inspection, 4) Meetings Support and Reporting. Task order award is cost reimbursement based on the highly complex tasks and performance uncertainties which cannot be sufficiently identified including cost impacts reasonably estimated. Task order award is non-competitive. A Justification for an Exception to Fair Opportunity was approved for Rolls Royce North American Technologies Liberty Works under this task order. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304C (b) (2), FAR 16.505(b) (2) (i) (B). Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
