- This is an announcement that the Air Force Research Laboratory (ARFL) intends to award a new Sole Source Contract to maintain International Organization for Standardization (ISO) 17025 certification, Society for Automotive Engineers (SAE) 5505 accreditation and possess the expertise, capabilities, and experience to meet Air Force needs to perform testing, evaluation, research and development, and characterization of advanced materials, equipment and processes, and to operate and maintain the Coating Technology Integration Office (CTIO), Special Test and Research (STAR) facility, and the Erosion Test Facility at Wright-Patterson AFB, Ohio. The Air Force is contemplating the award of a one year Basic Contract with 4 additional Option Periods to the University of Dayton Research Institute under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, "Only one responsible Source", for the program entitled "Advanced Materials at the Coatings, Corrosion, Erosion Laboratory (CCEL)" with an anticipated value of $15M and a Period of Performance of 60 Months. Efforts under the program include performance of the following tasks as described below: Operations & Program Management, Rapid Response, Material Characterization and Failure Analysis, General Work Requirements, Integration Projects and Test Method and Equipment Development. The following are representative of the issues and technologies that may be addressed in the program: (a)Maintain all laboratory facilities within the CTIO, STAR and Erosion facilities at Wright-Patterson AFB, Ohio. (b)Keep all office and laboratory space that is used or occupied with the CTIO, STAR and Erosion facilities clean and safe. (c)Identify and solve customer's issues and problems including advanced materials removal, surface treatment, cleaning, application, and repair processes concerning production-approved and fielded coatings and technologies within specified time frames. (d)Perform integration projects to solve customer's advanced materials problems by testing and evaluating commercial off-the-shelf (COTS) products and equipment, or by testing and evaluating candidate products & equipment specifically developed to meet the customer's needs. Some development of the technology may be required. (e)Perform Life Cycle Cost (LCC) analysis for advanced material systems in their current state and compare these results to that of the projected system once the project is complete. (f)Investigate methods to insert technology into current and future weapon systems and /or Air Force assets and evaluate pre-production materials and processes for suitability in the Air Force working environment. (g)Implement quality assurance procedures and practices, which comply with the International Organization for Standardization (ISO) 17025, General Requirements for the Competence of Testing and Calibration Laboratories. (h)Maintain the Society of Automotive Engineers (SAE) AS5505 accreditation, as specified in the SAE AS 5505 accreditation, as specified in the SAE AS 5505 document Requirements for Accreditation of Testing Laboratories for Organic Coatings. Interested parties are invited to submit a Statement of Capabilities (SOCs) reflecting their interests and capability in meeting the above requirements. Information submitted should be pertinent and specific in the technical areas under consideration as outlined above, and on each of the following qualifications: (1)Experience - provide and outline of projects, specific work previously performed, or any in-houses research and development effort or similar type of work that is currently being performed. (2)Personnel - provide the names, professional qualifications and specific experience of scientists, engineers and technical personnel (i.e. Principal investigator, project officer) who may be assigned to perform in the technical areas under consideration. (3)Facilities - provide availability and description of special facilities required to perform in the technical areas under consideration. (4)Security- provide a statement regarding industry security clearance. (5)Other - provide any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
