This is a "Sources Sought Notice" for Market Research Only. No award will be made from this notice. No solicitation, specifications, or drawings are available. Do not request a copy of a solicitation. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this "Sources Sought Notice" or any follow-up information requested. This Notice is published to gain knowledge of Small Business (HUBZone, 8(a), Service Disabled Veteran owned, Veteran Owned and Women Owned Small Business firms) Architect Engineering Firms that are interested in and capable of performing the Architectural and Engineering services detailed below. Project Description: The Department of Veterans Affairs (VA) owns and leases healthcare facilities dedicated to serving Veterans. Providing appropriately planned and designed facilities is critical for the mission of VA. The VA Office of Construction and Facilities Management (CFM) is the office in charge of setting the standards and guidelines that all VA healthcare facilities must follow to accomplish the VA mission. These standards are detailed in the various planning and design standards contained in the Technical Information Library (TIL). Program Guides (PG) for planning, design, and construction of healthcare facilities: PG 18-9 - Space Planning Criteria; PG 18-5 - Equipment Guide Lists, and PG 18-12 - Design Guides (DG) are among those standards located in CFM Technical Information Library (TIL). They provide guidance to VA staff and design consultants in the task of planning and designing VA healthcare facilities. They are closely interrelated, and incorporate current VA/VHA Handbooks, Directives, policies and procedures. Therefore, information contained within these standards must be well-coordinated, accurate, and consistent throughout. The purpose of these standards is to define the principles for VA 'Best Practice' in healthcare planning and design, and illustrate concepts that support these principles. These documents establish a framework within which functional spaces of a healthcare facility can be planned and designed to facilitate safe, effective and efficient healthcare delivery to our Veterans. CFM has determined the need to revise and update the current planning and design standards for the Spinal Cord Injury/Disorders Center. The A/E firm and its sub-consultants, herein known as Consultant in this Statement of Work (SOW), shall provide the professional services to complete this task with the work items including, but not limited to Scope of Work - Detail, shown in this SOW. The Consultant shall be responsible for the technical content and format of the deliverables for this work. Scope of Work: The scope of professional services for the Spinal Cord Injury/Disorders Center shall require the consultant to Revise/Update Space Planning Criteria Chapter 104, Spinal Cord Injury/Disorders Center in PG-18-9. The current Chapter is dated, October 1, 2015; however, the information updated at this date addressed staff offices and staff workstation spaces and sizes as part of "Reduce-the-Footprint" and did not address technical content relating to Spinal Cord Injury/Disorders Center. Revise/Update VA PG 18-5- Equipment Guide List for the updated Space Planning Criteria Chapter. Revise/Update VA PG 18-12- Spinal Cord Injury/Disorders Center Design Guide. The Consultant shall have a proven track record and provide detailed information on its knowledge and work experience in planning and design of healthcare facilities, Spinal Cord Injury/Disorder Centers in public and/or private sector healthcare systems. This shall including but not limited to current and substantial experience in developing programs for design (PFD), Spinal Cord Injury/Disorders Center programming and planning, equipment planning, and the planning and design of all building and engineered systems (i.e. HVAC, electrical, plumbing, information technology, security, etc.). The Consultant shall have experience and expertise in the space programming and planning and the understanding of the functional relationships required in healthcare facilities to provide "state-of-the-art" * health services. Provide 3-5 examples of past Spinal Cord Injury/Disorder Centers the Consultant has worked on within the last five (5) years. * The level of development (as of a device, procedure, process, technique, or science) reached at any particular time usually as a result of modern methods. The Consultant shall demonstrate their understanding of the development of flexible, adaptable facilities that will allow VA to reuse and re-purpose these facilities to readily respond to changes in the delivery of care and how this may be applicable to space for the Spinal Cord Injury/Disorders Center. Flexibility and reuse of facilities are critical criteria in the development of VA facilities in 2016 and for the near term. The Consultant shall provide the teaming and experience to collaborate with VA in the development of updated standards for the Spinal Cord Injury/Disorders Center. The Consultant shall be a team of licensed architects and engineers with legal privilege to provide professional consulting services in at least one state, commonwealth, or the District of Columbia, of the United States. The Consultant shall have thorough understanding and knowledge of VA Standards, including but not limited to PG 18-5, PG 18-9, and PG 18-12 and all other Program Guides, and related VA/VHA policies and procedures. The consultant shall provide a staff member with proven experience in professional document writing and in particular writing with architectural planning and design subject matter. The Contractor capability statement shall include Technical Qualifications, but not limited to: 1. Corporate/Firm Experience: Provide a brief description of the firm and lead consultants. The Firm and lead consultant(s) individually to demonstrate a minimum 5 years relevant experience and 5 relevant representative projects providing professional architectural, medical equipment, healthcare research, and medical planning services. 2. Project Experience: Demonstrate a minimum of 5 completed projects or projects that are at least 50% complete that created architectural standards, planning criteria, medical research, or written technical reports for Federal Government Healthcare such as VA or DoD, and/or the private healthcare sector. Document all past experience on Spinal Cord Injury/Disorders Center projects. 3. Knowledge of VA Standards: Demonstrate knowledge of VA standards and criteria. (http://cfm.va.gov/til/index.asp). 4. Key Personnel: Provide resumes that demonstrate the experience of the following subject matter experts. Individuals may be consultants: a. Healthcare Architect (professional registration required) b. Healthcare Planner c. Medical Equipment Consultant d. Healthcare Technical Writer e. Healthcare Researcher 5. Capability to perform: The Firm and lead consultants shall demonstrate ability, and relevant expertise to successfully perform their role and responsibilities of the Scope of Work above. Provide the anticipated labor mix of the proposed team. The submittal shall be no longer than ten (10) pages and shall also include the following information: 1. Company name, address, point of contact with verifiably correct telephone number and email address. 2. Company business size, including any official teaming arrangements as a partnership, Contractor Teaming Arrangement (CTA) or joint venture. Company documentation shall include verifying status (if any) as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUB) zone small business, service disabled veteran owned small business, or veteran owned small business. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Failure to submit all information requested may result in a contractor not being considered as an interested concern. All responses to the sources sought must be submitted via email to the Contracting Officer, E.J. Jean-Jacques at Evenel.Jean-Jacques@va.gov, by November 4, 2016, 5:00 pm ET. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
