Description
Industry Notice and Update for SETI REQUIREMENT: Systems Engineering Technology and Innovation (SETI). The Systems Engineering, Technology, and Innovation (SETI) contract will be an overarching approach for fulfilling requirements for developmental information technology (IT) and engineering support services across the Department of Defense (DoD). SETI will be a new acquisition tool for the DoD. CONTRACTING OFFICE ADDRESS: Defense Information Technology Contracting Office, Fort Meade, MD UPDATE: This Notice is to provide Industry with an update to the SETI Request for Proposal. The following updates are provided: 1. Thank you for your response to our Sources Sought Notice. The feedback regarding the "Innovation" evaluation factor and the PWS was extremely constructive and welcomed. Thank you for your continued and demonstrated interest. 2. Request feedback/information on the following: Barriers to Innovation. Specifically regarding Department of Defense contracts: What are: •· Government Barriers to Innovation •· Commercial Barriers to Innovation •· Other Barriers to Innovation •· How can the Barriers be removed or mitigated? Which ones should we keep/accept? We are looking for ways to structure the solicitation to remove as many barriers as we can to encourage innovative non-traditional contractors to propose and to make it easier for our traditional contractors to be innovative. Labor Categories. We are asking for Industry's input on what labor categories we should be including in the solicitation. Please provide labor categories along with descriptions of each that you would anticipate needing to use to propose on task orders based on the PWS that was posted in July 2016. 3. The following information is provided regarding the proposed solicitation. The following has to be approved at higher levels and may change based on higher level reviews. •· This Request for Proposal (RFP) will solicit for Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). •· •· This solicitation will be issued for full and open competition that will include two suites of contracts: an unrestricted pool and a restricted pool (small business). A restricted contractor (i.e. small business) is any offeror who meets the definition of any federally designated small business in NAICS Code 541512. The restricted category is open only to small businesses under NAICS 541512. •· •· DISA intends to award up to ten contracts on an unrestricted basis and up to 20 contracts on a restricted basis. One award will be reserved for a HUBZone contractor. •· •· The total contract pooled capacity is planned to be $7,500,000,000. •· •· The duration of each MATOC base contract will be five years with one five year option available •· •· Task orders may be firm-fixed-price, cost-type, Time & Materials (T&M) or a combination. Task orders will range in size and complexity from small to large and from non-complex to highly technical and complex. 4. Schedule: DISA is planning to issue a draft Request for Proposal (RFP) in December 2016 with the final RFP issued in third quarter FY17. Anticipated award is second quarter FY18. 5. DISA plans to conduct an Industry Day after the draft RFP is issued and before the RFP is issued. Details will be posted as they are finalized. 6. DISA is NOT conducting or hosting any one-on-one sessions regarding SETI. All publicly available information will be posted to FBO. Questions may be submitted in writing to the email address below but generally only information that has been provided on FBO will be provided in a response. Phone calls are discouraged. SUBMISSION DETAILS: Responses regarding Barriers to Innovation should include: 1. Business name and address; name of company representative and their business title; CAGE Code 2. Type of Business (i.e. large or small and if small, federally designated small business category(ies)) 3. Feedback on the revised Barriers to Innovation and Labor Categories Vendors who wish to respond to this should send responses via email NLT 2 November 2016 4:00 PM Eastern Daylight Time (EDT) to disa.meade.PLD.mbx.seti-requirement@mail.mil. Responses should be limited to eight pages. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 2102.
