- Section m Evaluation Basis for Award Section L Instructions to Offerors Government Furnished Equipment List Contract Data Requirements List Performance-based Work Statement Draft Solicitation #2 Responses to Industry Feedback draft #1 Th This is a notice of intent that the Electronic Warfare/Avionics Division at WR-ALC anticpates issuing a solicitation to provide Engineering Services in support of the AN/ALR-46/69 CLASS IV Radar Warning Receiver (RWR). Please note the solicitation number has changed to FA8523-17-R-0002. Through task orders issued under this IDIQ contracting vehicle, the Contractor shall supply ALR-46/69 RWR engineering services and materials as required to complement the Warner Robins Air Logistics Center (WR-ALC) Organic engineering capability. The scope of services and materials shall include: • Software support for update of the ALR-46/69 Operational Flight Programs (OFPs) and Emitter Identification Data (EID) tables • Systems engineering technical support for ALR-46/69 integration with other on-board aircraft systems (i.e.ALQ-213, ALE-47, ALQ-155, ALQ-172, etc.), flightline equipment, as well as Depot and field level support equipment • Laboratory, ground and flight test support for ALR-46/69 tests • Studies, analyses and experiments of hardware, software, deficiencies, modifications, capabilities and supportability issues for the ALR-46/69 RWR systems • Technical support for aircraft integration efforts involving the ALR-46/69 or systems integrated with the ALR-46/69 • Hardware and software support for the ALR-46/69 Support Tools (STs) and Test Tools (TTs) • Design and prototype system modifications and integration efforts for the ALR-46/69 RWR systems • Documentation support that includes updating ALR-46/69 technical manuals, technical data, specifications and training materials • Support of an Organic USAF capability to sustain OFPs, EIDs, STs and TTs associated with the ALR- 46/69 RWR systems. • Maintenance and upgrades of organic ALR-46/69 USAF laboratories The IDIQ will consist of a basic contract period of twelve (12) months ARO plus four (4) option periods that are twelve (12) months duration each. Thus the total contract period for this IDIQ is sixty (60) months. This solicitation will be solicited in a FULL and OPEN competitive environment. The evaluation strategy for this acquisition will be a Technically Acceptable-Past Performance/Price Tradeoff (TA-PPT). The proposed contract action is for supplies or services for which the Government inteds to solicit and negotiate full and open in accordance with FAR 6.102. Foreign participation is not permitted at any level. We are requesting industry feedback prior to the release of the solicitation. All feedback should be given to the Contract Specialist or Contracting Officer by November 2, 2016.
