Description
Draft specifications. The U.S. Army Corps of Engineers (USACE) Japan Engineer District issues this Request for Information (RFI) notice solely for informational and planning purposes, to identify potential vendors and determine an acquisition strategy to procure a Single Point Mooring (SPM) Buoy. Item Description: Single Point Mooring (SPM) Buoy Draft specifications: See attached. Specifications are draft only. NAICS Code: 336611, Ship Building FSC Code: 2050, Buoys Vendors interested in responding to this RFI are requested to provide the following information: 1. Commercial market information and practices applicable to this requirement. 2. Estimated cost for SPM buoy and associated components. 3. Warranty terms and conditions. 4. Manufacturing lead time. 5. Delivery lead time (Location: Tengan, Okinawa, Japan) 6. Shortest possible manufacturing and delivery lead time. 7. Type of end product (i.e. Domestic End Product, Foreign End Product, or Other). 8. Origin of product/where the item is manufactured. 9. Trade Agreement issues to be aware of? 10. Typical method of Government procurement: Invitation for Bid or Request for Proposal (Best Value Trade Off or Lowest Price Technically Acceptable) 11. Any comments or potential issues regarding the draft specifications? 12. Any other information that may be pertinent. Additionally, the following information is requested regarding the interested vendor: 1. Capability statement expressing interest in this requirement, describing your company and its capability to meet the requirements identified in the attached draft specifications. 2. Business size and type (i.e. Large, Small HUBZone, Disabled Veteran, etc.) 3. Cage Code and DUNS Number. 4. Registered in System for Award Management (www.sam.gov)? Responses shall be emailed to Jennifer.H.Knutson.civ@usace.army.mil no later than 9 November 2016, Japan Standard Time. NOTICE: This RFI is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. No further information or answers to questions will be provided. Proprietary information, if any, must be clearly marked. Please be advised that all submissions become Government property and will not be returned. Respondents shall mark any data included in its submissions that they do not want disclosed to the public for any purpose.
