- INTRODUCTION The Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and capability to support the further development of the SQ.410 foreign language translation capabilities including development of localized speech recognition software for regional dialects. The Government is considering a contract award for foreign language translation capabilities including development of localized speech recognition software for regional dialects on behalf of the US Army Africa (USARAF) Science and Technology office. DISCLAIMER This Sources Sought Synopsis Notice (SSSN) is NOT a solicitation for proposals, proposal abstracts or quotations. This SSSN is issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e). Responses may be used for market research in accordance with FAR 10.001. Issuance of this notice does NOT constitute any obligation or commitment on the part of the U.S. Government (USG) to issue a solicitation or to award a contract. The USG does NOT intend to award a contract on the basis of this RFI. Submitting information for this SSSN is voluntary. Participants will NOT receive payment for any submittal. Although the terms "offeror," "proposal," and "vendor" are used in this SSSN, responses will be treated as information only. PROGRAM BACKGROUND The US Army Africa (USARAF) Science and Technology office requires African-French dialect(s) to be added to their currently fielded SQ.410 systems developed under a SBIR Contract. REQUIRED CAPABILITIES Objective: Acoustic Adaptation The Contractor shall adapt the existing Automatic Speech Recognition (ASR) models for speech recognition of African-French dialects. The Contractor shall adapt current models used in the SQ.410 system to recognize European French by standard techniques such as Maximum a posteriori (MAP) adaptation of the HMM/GMM parameters. New vocabulary words found in the transcribed utterances will also be added to the models. The intent of this Sources Sought is to assess the availability of vendors to provide two-way translator software products to meet this requirement. The Government envisions a solution for US Army Africa (USARAF) Linguistics that meets the following operational and program requirements: Non-Developmental Item. The two-way translator software products should be a non- developmental item to the maximum extent possible. SPECIAL REQUIREMENTS Because over 10,000 systems have been fielded worldwide to all branches of the U.S. military, the adapted software must be compliant with the SQU.ID® SQ.410 two-way translator. Voxtec International, Inc. is the only contractor known to the Government who can update this product. The applicable NAICS code for this requirement is 541930, Translation & Interpretation Services with a Small Business Size Standard of $7.5M. The Product Service Code (PSC) is R608, Support- Administrative: Translation and Interpreting. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 12 point) demonstrating ability to provide the products/systems listed in this Technical Description. Your response to this Sources Sought Synopsis, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Mrs. Audrey Rolland, in either Microsoft Word or Portable Document Format (PDF), via email to audrey.l.rolland.civ@mail.mil no later than 10:00 a.m. EST on 31 October 2016 and reference this synopsis number (W911QY-17-RFI-SQUIDS) in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and socio-economic status; and 2) estimated cost, schedule and a technical description on your capability in meeting the objective. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought Notice marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
