- Attachment A - Affected Area Map for relevant disaster declaration area THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. RESPONSES ARE STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. The U.S. Army Corps of Engineers (USACE), Memphis District is issuing a Sources Sought Announcement for inspection and as necessary, correction of deficiencies related to installation of Mobile Housing Units (MHUs) placed in various parishes affected by the recent flooding in Louisiana. The purpose of this synopsis is to gain knowledge of interest within the local area of the capabilities and qualifications of various members of industry in the Small Business Community, specifically: firms in conformance with the Robert T. Stafford Disaster Relief Emergency Assistance Act 42 U.S.C. 5150), which provides a preference for local organizations, firms, and individuals when contracting for major disaster or emergency assistance activities. See Attachment A for a map detailing the affected area as defined by the Federal Emergency Management Agency. The proposed project will require the contractor to furnish all plant, labor, material, and equipment necessary for: Inspecting, and as necessary, correcting deficiencies at MHU installation sites to ensure compliance with contractual requirements, Manufacturer's Installation Guidelines, FEMA Guidelines, and State and Local Codes and Regulations. The inspection shall include the site condition with respect to clearing and grubbing, the layout, utility connections (sewer, water, electrical. Natural or LP gas lines), the residential fire sprinkler system and construction of stairs, platforms or handicap ramps, as indicated. The contractor shall inspect and verify the blocking and leveling, as well as the anchoring systems, winterization and skirting of the MHUs. The existence and condition of the vapor barrier shall be determined, as well as the construction and condition of the blocking piers. The estimated price range is between $1,000,000 and $5,000,000. The appropriate NAICS code for this procurement is 238990 (Manufactured (mobile) home, set up and tie-down) with a small business size standard of $15 million. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award. Interested firms shall provide the above documentation via email to Virginia.M.Regorrah@usace.army.mil. All documentation submitted is limited to five (5) pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this market survey notice will be used to determine the appropriate acquisition strategy for the solicitation.
