- Detailed Description of the Request for Information GENERAL INFORMATION THIS IS A SOURCES SOUGHT NOTICE FOR THE PURPOSE OF MARKET RESEARCH ONLY - NO AWARD WILL BE MADE AS A RESULT OF THIS NOTICE OR ANY SOLICITATION NECESSARILY FOLLOW. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives of tools and products available to Federal agencies when optimizing data center operations. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. BACKGROUND The General Services Administration (GSA) delivers the best value in real estate, acquisition, and technology services to the federal government and the American people. It is organized into three main service lines: the Public Buildings Service, the Federal Acquisition Service, and the Technology Transformation Service, along with 12 staff offices. The Request for Information is in support of GSA's Office of Strategic Communication (OSC). OSC has the responsibility of communicating information about GSA to both internal and external audiences, including the media. OSC works closely with key officials from all GSA services, staff offices, and throughout the regions on strategic communication initiatives, as well as serving as the official point of contact for press inquiries. OSC functions are carried out by public affairs officers and other communication specialists throughout GSA Central Office Headquarters and regional offices. STATEMENT OF INTENT The purpose of this Request for Information (RFI) is to gather more information about comprehensive, integrated platforms, and associated licensings that could help GSA's public affairs officers and communication specialist professionals to meet the following: ●Access a comprehensive database of journalists that includes contact information and specific beat; and ●View and share articles that are results of OSC's efforts to provide full, accurate, and timely information to print, radio, tv, and social media audiences about GSA programs, initiatives, and policy. The information gained from this request will help OSC define its understanding of available platforms and services. GENERAL INSTRUCTIONS OSC is requesting the following information from all interested parties: The purpose of this RFI is to allow the industry to demonstrate in writing the available platforms and capabilities, and costs associated. The proposer should address as many items as possible in a maximum of 8 pages. Please provide all response information in one document. Multiple documents will not be accepted. General 1.Does your company have a platform that can provide access to a comprehensive database of journalists and allows the user to view and share articles that are results of the user's efforts to provide full, accurate, and timely information to print, radio, tv, and social media audiences? 2.Have you provided a similar platform for another agency? Please describe the service you have provided for another agency. 3.Describe how your platform helps customers save time. 4.Is your platform Section 508 compliant? Platform Capabilities 1.Does the platform allow day-to-day support for a minimum of 5 concurrent users? Does the platform allow for the optional addition of users? 2.Is the platform accessible online by means of a secure connection? 3.Can the information in the database be accessed and extracted by the customer? 4.Does the platform allow for customer internal distribution rights of news articles? 5.Does the platform allow government customer ownership of information, documents and/or materials entered into any and all systems, system documentation, all deliverables first produced in support of this contract, and other related system information? 6.Does the platform have the ability to create customizable reports and/or dashboards to include key performance indicators including audience size, circulation and characterization? 7.Does the platform have the ability to create reports comparing year-over-year or month-over-month? 8.Does the platform have the ability to create analytics charts and graphics including word clouds? Media Database 1.Describe your platform's ability to provide access to a comprehensive database of journalists. a.Is the database and/or directory searchable and/or categorized by a variety of measures including geographic location or topic? b.Can the user build, maintain, save and reuse media lists created through searching the database? c.Does the database include journalists' location, "beat" (specialty), telephone number, email address, Twitter handle, recent news headlines, and automatically updated news history? d.Does the platform have integrated access to editorial calendars and/or alerts from journalists requesting information from public affair contacts? 2.Describe your platform's ability to allows users to view and share articles that are results of the user's efforts to provide full, accurate, and timely information to print, radio, tv, and social media audiences. a.Does the platform provide articles from print, radio, television, Or social media? b.Describe how your platform makes searching for relevant articles easy to use. Media Monitoring 1.Describe, if applicable, your platform's ability to monitor and track online media and social media sites for stories/discussions about a customer agency, its business lines, service/staff offices, regions and/or key stakeholders based on keywords/strings provided by the end user. a.Does the platform monitor and track online and social media sites on 24/7 basis? b.Does the platform monitor and track real time breaking news? c.Does the platform monitor and track online and social media sites in both English and Spanish? 2.Describe how the platform monitors and tracks coverage from a variety of media outlets. a.Broadcast (TV and radio) in top 50 DMA markets (streaming video, download videos, and ability for users to edit videos to focus on most relevant portions). b.Print to include, but not limited to, national newspapers, major regional newspapers (Top 50 DMA markets), weekly news magazines, and industry trade publications. c.Internet media, including blogs, social media, forums. 3.Does the platform's monitoring feature include article title, author, web site/publication, news broadcast station or other identifier, summary of article, and link to full article? 4.Does the platform monitoring function have the ability to filter/block content from sites that end users deem irrelevant? 5.Describe the platform's capability to deliver consolidated news clips of captured stories from the above referenced efforts in a variety of formats on a daily basis. a.Can the news clips be customized based on particular programs, projects and/or issues? b.Can the delivered clips be accessed via mobile technology? c.Can the news clips be delivered to a listserv? Support 1.Does the platform include personnel support to assist customers? 2.If applicable, how flexible is personnel support if a point of contact is unavailable? Security & Privacy 1.Describe your ability to handle security breaches and elaborate on your security capabilities. 2.Does your agreement and platform assure the GSA that our privacy and data rights to our information will be maintained during and after our agreement is in place? 3.Does your platform minimize the data stored about its users and age data out on a regular basis? Cost 1.Provide pricing information on the following: a.Access to platform for 5 concurrent users? 10 concurrent users? Optional addition of users? b.Media Database with capabilities as described above. c.Media Monitoring with capabilities as described above. SOURCES SOUGHT This Sources Sought Synopsis is requesting responses to the following criteria from both large and small businesses. Please recommend the North American Industry Classification System (NAICS) Codes that are appropriate to the tools and/or services that you recommend. In your response, please identify your company's socio-economic status, consistent with the NAICS code(s) you recommend, and list the contract vehicle(s) through which your solutions may be currently be acquired. For small businesses we encourage that you identify any applicable additional socioeconomic classifications such as Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Women-owned Small Business, HUBZone, or any Small Disadvantaged Business Teaming Partners. FEDERAL CONTRACT VEHICLES Please provide in your submission which (if any) multi-agency Federal Government contract vehicles these products or services are available on (e.g., GSA Schedule, CIOSP3, NASA SEWP, GWACs, Government BPAs etc.) SUBMISSION INFORMATION Responses pertaining to this RFI shall be submitted to Contract Specialist Aida Abedini via email at aida.abedini@gsa.gov by no later than 3:00 PM EST on November 4, 2016. Responses should be based on the information material contained in this RFI and any other relevant information the Vendor considers as appropriate. Respondents will not be notified of the results of this source sought notice, and responses presented will not be returned. Questions pertaining to this RFI shall be submitted to Contract Specialist Aida Abedini via email at aida.abedini@gsa.gov by no later than 12:00 PM EST on October 27, 2016. When submitting questions note the following email subject line: Media Clipping RFI Questions. All questions shall be in writing. A response to questions will be provided via an Amendment to the RFI at the Government's earliest convenience. PUBLIC RECORDS AND REQUEST FOR CONFIDENTIALITY: Any document submitted that contains confidential information must be watermarked as containing confidential information, and each page upon which confidential information appears must be marked as containing confidential information. Information that is publically available in marketing materials or webs pages is not considered confidential. The confidential information must be clearly identifiable to the reader wherever it appears. Please be advised that all submissions become Government property and will not be returned. All government and consulting personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. RFI RESPONSE COST TO VENDORS Participation in this RFI is strictly voluntary with no cost or obligation to be incurred by the Government. The Government is not obligated to and will not pay for information received as a result of this. RESPONSE TO NUMBERED TOPICS IN THE RFI Please respond to each RFI topic.
