Description
Request for Information for Business Activity Monitoring (BAM) October 20, 2016 THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Synopsis: The Department of Veterans Affairs (VA) Financial Services Center (FSC) is a franchise fund site operated under the Government Management Reform Act, Public Law (PL) 103-356. Consequently, the VA FSC receives no federally appropriated funding and thus is required to market VA FSC services to customers. As such, the VA FSC provides financial services to VA, as well as other government agencies (OGAs). To comply with the Improper Payments Elimination and Recovery Improvement Act of 2012, (PL 12-248) and Office of Management and Budget (OMB) A-123, Appendix C, Requirements for Effective Estimation and Remediation of Improper Payments, FSC requires a Business Activity Monitoring (BAM) tool or tool set that is able to detect improper payments. Overview: The Government requests information regarding whether a contractor can provide a Business Activity Monitoring (BAM) tool or tool set that is able to detect improper payments for the Veterans Administration Financial Services Center (VA FSC). The tool or tool-set must be able to accomplish the following: "Function across all VA payment systems. "Identify potential improper payments (duplicates, over/under, recoupment errors, etc.) within specified timeframe(s) after receipt of valid data, while minimizing false positives. "Provide end user ad-hoc query capability on all current and archived data. "Provide user-configurable, industry-leading dashboards with user configurable metrics and layout. "Provide user-executable and -schedulable reporting capability with standard and ad-hoc reports. "Automated workflow that enables sorting, routing, tracking, closure, query, and report capabilities. The BAM shall be of sufficient operational maturity and scalability necessary to handle the smooth transition to VA. The selected Commercial-Off-The-Shelf (COTS) solution will be housed and supported within a Contractor operated, VA certified facility. Background: Previous market research conducted in calendar year 2015 had determined that a BAM tool from Oversight Systems, Inc. was the only commercial off-the-shelf product that meets 100% of the requirements for the VA FSC. Most critically, the Oversight BAM tool is the only tool that provides vendor file monitoring and cleansing capability, which is of critical importance as VA FSC currently processes over one million vendor invoices annually valued at over $11 billion. The purpose of this announcement is to confirm that this market research is still valid, and that only the Oversight BAM tool can meet all of VA's functional requirements. Information Requested: 1.Company Information/Socio-Economic Status: 1.Provide your company size and POC information; 2.Provide GSA contract number, if applicable, or state if open market; 3.VA has identified the appropriate North American Industry Classification System (NAICS) Code 541519, Other Computer Related Services, which has a size standard of 500 employees for this RFI. Please identify and explain any other NAICS codes your company believes would better represent the predominated work included in the attached PWS; 4.Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? 2. Capabilities: 1.What COTS tool would you propose that will meet VA's requirements as described above. Provide manufacturer, model and part numbers. Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 10-pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) Mark your response as "Proprietary Information" if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The government will not review any other information or attachments included, that are in excess of the 10-page limit. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested sources must provide capability information by 4:00 P.M., EST, on Thursday, October 27, 2016, in order to establish the ability to meet this requirement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
