- Table 1 CNS/ATM Block 45 LRU Repair estimated candidate list of equipment. Sources Sought Synopsis (SSS) C/KC-135 Communication Navigation Surveillance (CNS)/Air Traffic Management (ATM) Block 45 Modification Group B LRU Repair This is a Sources Sought Synopsis (SSS). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This is not a Request for Proposal or Solicitation or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research. No funds are available to fund the information provided in response to this SSS. This SSS is issued solely for informational and planning purposes. This SSS is in support of market research being conducted by the United States Air Force (USAF) to identify capable potential sources. The USAF, through the Air Force Life Cycle Management Center (AFLCMC) is conducting market research to identify potential business sources interested in providing C/KC-135 fleet support. This SSS is specific to the C/KC-135 Communication Navigation Surveillance (CNS)/Air Traffic Management (ATM) Block 45 Modification Interim Contract Support (ICS) services. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Any updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Contractors not responding to this SSS will not be precluded from participation in any future solicitation, if issued. The Government is interested in all business to include: Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The AFLCMC C/KC-135 Program Office, Tinker AFB, OK, is conducting market research to determine estimated cost and schedule to repair the C/KC-135 CNS/ATM Block 45 Modification Group B Line Replaceable Unit (LRU) items listed in the Table 1 as result of customer-induced damage. The anticipated period of performance is 3 year as an interim contractor support contract. Currently, the C/KC-135 CNS/ATM Block 45 Group B LRUs are covered under a ten (10) year warranty by Rockwell Collins Incorporated. The current warranty does not include the items mentioned in Table 1, for repair for customer-induced damage. The Government does not have the associated technical data to provide potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer (OEM), Rockwell Collins Incorporated, to complete the work described in this SSS. Contractors interested in responding may submit a capability statement to include the following information and/or documentation that demonstrate technical capability in the four (4) areas listed below. These areas are considered critical for achieving successful technical performance: 1. Qualified contractors are required to have proprietary information agreements with the OEM, Rockwell Collins Incorporated, for technical data interchange. 2. Qualified contractors must possess the technical expertise, financial capability, equipment and infrastructure, and personnel resources that are required to accomplish the specified repair services. 3. Qualified contractors are required to have in-depth knowledge of the C/KC-135 aerial platform. 4. Qualified contractors are required to interpret and integrate OEM proprietary design data, modification data, production data, and employ personnel with special skills to inspect, test, repair and certify repairs for repair tasks associated with the repair of the items listed in Table 1.
