- Draft PWS for IMAG Support Services Request for Information/Source Sought Sources Sought Number: HQ003417RIMAG Agency/Office: Washington Headquarters Services/Acquisition Directorate (WHS/AD) Location: Pentagon, Mark Center, other NCA sites, customer site should have capability of processing Secret data. Title: OSD/CAPE IMAG Support Services Information Management and Analysis Group (IMAG) Support - Knowledge Management and Software Development •1. Customer Description This Request for Information (RFI) is being issued by the Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Office of Secretary of Defense Cost Assessment and Program Evaluation (OSD/CAPE). CAPE provides the Department of Defense (DoD) with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of resources. •2. Background/Overview Note that this is not a request for quote. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirement. F irms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation to determine capability. Firms shall address all Core Tasks and all Optional Tasks with a written explanation to assess for capability. The core tasks in accordance with section 3.0 of the PWS include: 3.1 Maintain IMAG Project Process 3.2 Execute Customer Requirements IAW the IMAG Project Process 3.2.1 Knowledge Management 3.2.2 Planning, Programming, Budgeting, and Execution System (PPBES) 3.2.3 Business Process Management 3.2.4 Operations Research Support 3.3 Manage Product and Process Environment The optional tasks in accordance with section 4.0 of the PWS include: 4.1 Additional IMAG Project Process Support 4.2 Information Support Team (IST) 4.2.1 Core IST Support 4.2.2 Additional IST Support 4.3 DoD Cost Guidance Portal Support 4.4 CAPE IMAG Systems Engineering and Administration Solution Support 4.4.1 IMAG Deployment Support 4.4.2 Linux/Unix Analytic Solution Support 4.4.3 Windows/ESX Server Solution Liaison Support 4.4.4 VTC Facilitation Support 4.4.5 CAPE Special Project Coordination 4.4.6 Enterprise IT Service Provider Firms shall address their present/past performance contracts with corporate involvement in writing. Past performance should include contract numbers and identify point of contacts. Firms shall address their experience with an solving modeling\analytic requirements using a Linux platform, experience working with agile processes and experience with Department of Defense (DoD) agencies. Documentation will be evaluated by the Washington Headquarters Services (WHS) / Acquisition Directorate (AD) solely for the purpose of determining the availability and potential technical capability of all businesses in providing the requirement. •3. Requirement NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE 541511 - Custom Computer Programming Services WHS/AD is seeking information from vendors (both LARGE and SMALL) to support OSD/CAPE with the Future Analytics Blanket Purchase Agreement. The attached draft PWS will provide more specifics on the required tasks. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. •4. RFI Guidelines: Please note that this synopsis is for INFORMATION and PLANNING purposes only and does not constitute a Request for Proposal (RFQ). Responses to the RFI cannot be accepted by the Government to form a binding contract nor will the Government pay for the information solicited or recognize any costs associated with the submission of the RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this RFI, submitters of such information impliedly consent to the release and dissemination of submitted information to any Government or non-Government entity to which WHS releases and disseminate the information for review. As such, to the extent that any information submitted in response to this RFI is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. •5. Security Clearance The overarching security requirements of this requirement are up to TOP SECRET level. During the period of performance, all contractor personnel are required to maintain at least a SECRET clearance. At least two people supporting the knowledge management tasks shall hold a TOP SECRET clearance. •6. GSA Schedule If your company currently holds a GSA schedule, please provide the contract number and expiration date to include a SAM print out. The SAM print out will not count against your page count submittal. •7.
