Notice of Intent: NB686060-17-00068 Status: Open Description of Contract Action: Spectrophotometer Post Date: 10/20/2016 Close Date: 11/03/2016 File Name: NB686060-17-00068 / Spectrophotometer. This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by October 20, 2016, 11:00 am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with AFP Technology Inc., in Austin Texas. The NIST Boulder Microfabrication Facility requires equipment to enable NIST to measure the thickness and optical index of thin films by optical means. This is primarily for the measurement of dielectric films such as silicon dioxide and silicon nitride, but will also be used for polymers such as photoresist and polyimide. Characterizing the reflection spectrum of small devices such as optical detectors which are fabricated in the Microfabrication Facility is also of interest. The instrument consists of a light source, a microscope, and a wavelength-sensitive detector. By measuring the spectrum of the reflected light, the thickness(es) of the film(s) can be determined by computer modeling. Currently NIST has three systems for measuring film thickness - an ellipsometer and a profilometer, and most recently, a white-light microspectrophotometer. The ellipsometer is an optical instrument primarily useful for thin dielectric films of known index. The profilometer requires patterned films for measurement. The micrsopectrophotometer is complementary to our existing measurement tools and has greatly improved our ability to develop new processes quickly. The proposed acquisition is an upgrade to our existing microspectrophotometer system. A few research groups in the BMF work with light at wavelengths between 1 - 2 µm. Our present microspectrophotometer is only capable of characterizing the optical index of thin films up to a wavelength of 1.1 µm. For certain applications, such as measuring the reflection spectrum of a very small optical device, it is also advantageous for the system to have a small optical spot. The proposed upgrade includes a microscope and more powerful broadband white-light source which will enable measurements with a spot size of 5 µm, a significant improvement over the current spot size of ~ 30 µm.
