- Description
- The U.S. Army Contracting Command, Redstone Arsenal (ACC-RSA) intends to award, on an other than full and open competition basis, a 12-month Contractor Field Service Representative (CFSR) letter contract for H-60 Black Hawk helicopters in use by various Foreign Military Sales (FMS) customers. The intended awardee is Sikorsky Support Services Inc., 6900 Main Street, Stratford, CT, Commercial and Government Entity (CAGE) Code 6Y878. It is anticipated that a single undefinitized letter contract will be awarded to ensure continued, uninterrupted CFSR support in various Outside the Continental United States (OCONUS) locations in the Middle East, Far East, Europe, and the Americas. The definitized contract will be Firm Fixed-Price. The period of performance for this contract will be one year, commencing on 1 January 2017 through 31 December 2017. A justification for other than full and open competition has been prepared in support of this acquisition. Authority: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." These services are required to transmit the knowledge necessary to update the FMS customer personnel technical skill capabilities to operate and maintain the equipment. The CFSRs shall provide on-the-spot advice to resolve technical problems incidental to the operation of the aircraft. The CFSRs must have access to proprietary data and the latest configuration changes needed from the aircraft original equipment manufacturer (OEM) and provide a communications link to contact the engineering section at the OEM's facility to enable immediate resolution of the technical problems that exceed organic capability. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.
