Description

Synopsis: This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision to Uniforms Laundry Services to the Puerto Rico National Cemetery located at 50 Ave., Cementerio Nacional, Bayamon, PR 00961. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 812320 Dry-cleaning and Laundry Services. The Small Business Size Standard is $5.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work: The Department of Veterans Affairs (VA), Puerto Rico National Cemetery (PRNC), Bayamon, Puerto Rico has the requirements for laundry services to include pick-up soiled uniforms and deliver cleaned-ironed uniform in accordance with below specifications described on section 2.1.2. Service Required: The contractor will provide weekly pick-up soiled uniforms and delivery of cleaned-iron uniforms in accordance with below specification described on section 2.1.3 for all PRNC field staff (WG/WL/WS employees). The contractor is responsible to provide weekly log of receive/exchange of uniforms to include a tracking system that shall also mirror minor repairs made on invoices. The contractor pick-up soiled uniforms and replace with clean ones every Tuesday in a weekly manner. If Tuesday is a local or federal holiday, the pick-up will be pre-arranged with PRNC for pick-ups and/or delivery the day before of workday after the holiday. Uniforms shall be replaced by the contractor every two (2) years and/or if COR/Contracting Official Representative agree to replacement due to unserviceable condition. The contractor will be responsible to make any tailoring so the uniform fit properly during the contract performance period. Uniforms shall be laundered free of spots and dirt. The contractor is not responsible to replace or repair uniforms that are laundered by individual employees or that are damaged due to carelessness in the work. Such employees will be responsible for replacement or fixing their uniforms. The invoices shall be clear and consistent according to the contract awarded described on section 2.1.4. Pick-Up/Delivery Location and Uniform Specifications: The location for pick-up and delivery will be PR National Cemetery-Maintenance building, #50 Ave. Cementerio Nacional, Hato Tejas, Bayamón, Puerto Rico 00961. All the garments provided shall meet these requirements unless the contractor submitted written evidence/literature of superior quality offer. The uniforms shall include two (2) embroideries, which consist of the PRNC logo and the employee name tag. The size of the letters on each name tag embroider shall be ½ inches height at least and print written. Not cursive is allowed. The uniform materials for all employees shall be the typical poly/cotton blend. Shirts shall be 100% polyester, well ventilated textiles that absorb perspirations and odors and dry rapidly. Cover-All shall be breathable, durable fabric and protected against any substance oil based that may cause premature damages to the piece. All the garments shall be designed and/or manufactured for a durability not less than the two (2) years of replacement/exchange time. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
