- This is a Sources Sought notice. This notice does NOT constitute a request for proposals, request for quotes, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a Request for Proposal. This is not a solicitation for proposals and a contract will not be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses shall be provided via e-mail to john.Fannon@ihs.gov. No presentations will be allowed or scheduled. In accordance with the Federal Acquisition Regulation 5.2, the Indian Health Service is conducting market research and is issuing a Sources Sought notice for the Abatement, Demolition, Removal and Site Restoration of 12 Selected Buildings. This project is located in San Carlos, AZ. When the San Carlos Apache Tribe's New Apache Healthcare Center opened in Peridot, AZ in 2015, it replaced the Old San Carlos Hospital which was built in San Carlos, AZ in 1961. While several of the Old Hospital Complex's buildings have been retained for use by the Indian Health Service (IHS), twelve (12) of the original buildings have been selected for demolition. Those twelve (12) buildings include the Main Hospital building and an Outpatient addition, as well as four (4) freestanding departmental buildings (Dental, Offices, Maintenance and an Annex) and six (6) residential properties. Because hazardous materials are present in all twelve (12) buildings, it is necessary to abate them prior to their demolition and disposal. The tentative Scope of Work might include: All Supervision, Labor, Material and any other associated cost to validate previous hazardous material survey reports for Buildings #239, #241, #242, #243, #244, #245, #314 and #380; Complete original surveys to identify hazardous materials within and/or on Buildings #314, #315, #391, #392 and #400. All Supervision, Labor, Material and any other associated cost to Abate, remediate and dispose of all hazardous materials in the twelve (12) subject buildings, and complete any and all associated, required environmental remediation. All Supervision, Labor, Material and any other associated costs to Demolish, remove and dispose of the twelve (12) subject buildings and all associated utilities, pavement and landscaping, and complete all required site restoration. The estimated price range of resultant contract is between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code is 238190, Site Preparation Contractors, with a Small Business Size Standard of $15 million. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative. Date submitted. f. Type of Company: All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Is your firm capable of providing Detailed Design Services for a medical facility project of this magnitude? h. If yes, provide organizational experience as a Designer of Record responsible for the design of at least three similar projects within the past ten (10) years, each of which is comparable in nature, type, and complexity to the project. Sample remediation and demolition projects completed within the past five years are considered more relevant than projects completed more than five years ago. Demolition projects with federal, state, or local Government, and/or commercial customers will be considered more relevant. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. No award will be made with respect to this Sources Sought.
