- Performance Work Statement (DRAFT) The U.S. Army Contracting Command - Rock Island Contracting Center is issuing this sources sought synopsis for the operation and maintenance of the Hydroelectric Plant on the Rock Island Arsenal, Rock Island, Illinois to identify businesses with the capacity, experience, and interest under the North American Industry Classification System (NAICS) Code 221111. The Scope of this project consists of operating and maintaining the Hydroelectric Plant, 24 hours a day, every day of the year, in such a manner that a continuous supply of supplemental power is produced. The plant has eight (8) 500 HP generators and two (2) 250 HP induction generators which operate at a12 foot riverhead generating approximately 25,000 Mega Watt Hours annually or approximately 30 percent (30%) of RIA's total annual electric energy consumption. Operation of the plant includes but is not limited to operator maintenance, inspection, maintenance of water flow through the trash racks, operation of generating equipment, electrical switching operations, and operation of the Supervisory Control and Data Acquisition (SCADA) system. The SCADA system provides control and monitors incoming utility and plant generation power as well as controlling switching operations. The Contractor shall provide operation and maintenance services in support of the areas specified in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). REQUIRED CAPABILITIES If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement (PWS) is attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, CST, 21 November 2016. All responses under this Sources Sought Notice must be e-mailed to wendy.a.streeter2.civ@mail.mil. This documentation must address at a minimum the following items: 1) What type of work has your company performed in the past in support of the same or similar requirement? 2) Can or has your company managed a task of this nature? If so, please provide details. 3) What specific technical skills does your company possess which ensure capability to perform the tasks? 4) Will you higher sub-contractors or will you complete the work yourself? Please provide details. 5) Please provide your CAGE code. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF) via email. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
