- NNK17600289R-Draft This notice is issued by the National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) to post a Draft Request for Proposal (DRFP) for the Laboratory Support Services and Operations (LASSO) contract. This notice is related to the Sources Sought notice issued on July 15, 2016 under NNK16ZOS005L. Prospective offerors are strongly encouraged to submit comments. Instructions and submittal format for comments will be provided in the Bidders Library found in the LASSO website at https://public.ksc.nasa.gov/lasso. Prospective offerors are requested to submit electronic comments no later than 1600 EST on November 11, 2016 to permit the Government sufficient time for consideration. Comments should be submitted in the format provided in the Bidders Library and reference NNK16600289R -Draft RFP Comments in the subject line of the email. Prospective offerors may also submit questions. Instructions and submittal format for questions will be provided in the Bidders Library found in the LASSO website. All questions shall be submitted on or before 1600 ET on November 11, 2016 to permit the Government sufficient time for consideration. Questions should be submitted in the format provided in the Bidders Library and reference NNK17600289R - Draft Questions in the subject line of the email. Questions and the Government's response will be posted to the Federal Business Opportunities Web Page (FedBizOpps). Telephone comments and/or questions will not be accepted. Prospective offerors are requested to notify the Contracting Officer, Ashley M. Keegan, at ashley.m.keegan@nasa.gov of their intent to submit a proposal. The DRFP is not a solicitation and the Government is not requesting proposals. The DRFP is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. The LASSO Procurement Development Team (PDT) intends to hold one-on-one meetings with prospective prime offerors on October 25 th – 27 th, 2016. The purpose of these one-on-one meetings is to enhance the Government's understanding of industry concerns and provide prospective prime offerors an opportunity to provide comments and recommendations. The Government will not answer questions regarding the DRFP during one-on-one meetings. Questions shall be submitted in accordance with the instructions provided above. Meetings will not exceed 30 minutes in length and offeror attendance is limited to 5 persons. Prospective subcontractors may attend at the request of the prime, but will be counted against the 5-person limit. NASA FAR Supplement clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The DRFP and any documents related to this procurement will be available over the internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor this internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. This notice is issued by the National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) for the posting of the Draft Performance Work Statement (PWS) for the Laboratory Support Services and Operations (LASSO) contract. This notice is related to the Request for Information issued on May 13, 2016 and Sources Sought Notice issued on July 15, 2016 (Reference Number NNK17ZOS005L). ______________________________________________________________________ PRIOR RELEASE INFORMATION The Draft PWS is not a solicitation and the Government is not requesting proposals. The Draft PWS is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. No solicitation exists; therefore, do not request a copy of the solicitation. Any subsequent Request for Proposal (RFP) will be synopsized prior to its release and published on FedBizOpps. It is the offeror's responsibility to monitor FedBizOpps for the release of the RFP and any amendments. The National Aeronautics and Space Administration (NASA) anticipates releasing a solicitation for a Laboratory Support Services and Operations (LASSO) contract. LASSO is anticipated to be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541380 and the small business size standard is $15M. The LASSO contract is anticipated to operate and maintain a diverse set of laboratories, developmental shops and test facilities to provide laboratory services for the KSC in support of multiple customers. The scope of this contract will potentially include program management; laboratory maintenance and support; operational laboratory services; and professional and technical support for scientific research and engineering analysis, test and evaluation in laboratory environments. NEW INFORMATION: The anticipated LASSO solicitation will be: A full and open competition. A Cost Reimbursable contract. A 5-year contract with a 2-year base and three 1-year options. Structured as a Cost-Plus Fixed-Fee (CPFF), Level of Effort (LOE) type of contract. The LASSO acquisition schedule milestones are anticipated as follows: Draft RFP release on or about October 21, 2016 Industry Day Briefing October 25, 2016 (8 am - 9 am) The Laboratory Tours (Site Visit) will be conducted on October 26th 8 am - 12:30 pm One-on-one Meetings will be held October 25th - October 27th RFP release in early December 2016 Proposals submitted in mid-January 2017 Contract award July 2017 Contract start October 2017 SORRY FOR ANY INCONVENIENCE - DRAFT RFP RELEASE SCHEDULE WAS IMPACTED BY HURRICANE MATTHEW. TIME CHANGES FOR INDUSTRY DAY AND SITE VISIT WAS TO ACCOMMODATE POTENTIAL FOR INDUSTRY TO ATTEND THE SMALL BUSINESS EXPO THAT WILL BE HELD AT PORT CANAVERAL ON OCTOBER 25th.
