Description
The National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC) intends to negotiate on an other than full and open competition basis with Life Technologies Corporation, 3175 Staley Road, Grand Island, New York 14072 to procure Fetal Bovine Serum, Gibco, qualified, heat inactivated, USDA approved, #104380-26, 500mL, Lot #1803417, quantity 100 each. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items, and FAR 52.211-6 Brand Name or Equal. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately 5 to 7 days after receipt of award. This particular reagent will be used as a serum supplement for a number of its in vitro cell culture experiments supporting various studies within the Immune Technology Section of VRC. The lab has been using this reagent extensively, which it would be detrimental to the on-going research to switch brands in the middle of testing. This reagent is used in combination with other products for culturing, single-cell, and translational assays, so substituting even another brand or lots will result in variable testing results. Failure to obtain the required items would result in the inability to perform experiments. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same fetal bovine serum lot specific may submit their capabilities in writing and must contain sufficient detail information that could be considered by email (subject line to reference NIAID-NOI-17-1819717) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, October 31, 2016. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
