- United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Facilities Division (FD) is conducting market research to determine the extent of sources capable of performing as a prime contractor under an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The Government will use responses from this Sources Sought synopsis to make an appropriate acquisition decision about soliciting this requirement. This is neither a solicitation announcement, nor a Request for Proposal (RFP) or Invitations for Bids (IFB) and shall not be construed as a solicitation or as an obligation on the part of the USDA, ARS, FD. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification Code (NAICS) 541310, Architectural Services. The small business size standard is $7.5M. The Government anticipates awarding multiple IDIQ contracts to support various ARS Modernization projects at different locations throughout the United States, as identified in the Capital Investments for Modernizing or Replacing ARS Research Facilities. The anticipated period of performance is a base period of 1 year and 4 option years for a total contract performance period of 5 years. Each performance period shall not exceed $15M and a total maximum value of $75M. The scope of work includes, but is not limited to: A-E services that require complex design efforts for new research laboratories, such as biocontainment facilities to accommodate research of deadly pathogens on active Federal installations; various repairs, alterations and/or improvements to administrative and research facilities. This includes designs for greenhouses, specialized farm buildings that includes research on genetics and breeding, reproduction nutrition, meats science, production systems, biological engineering and animal health. The A-E firm, along with proposed consultants, shall possess personnel with experience in the following disciplines: Architectural, Civil, Mechanical, Electrical, Plumbing, Structural, Geotechnical, Biocontainment, Environmental, and Hazardous Waste. The A-E shall possess knowledge of Design-Build (DB) and/or hybrid DB-Construction Manager as Constructor/Guaranteed Maximum Proposal approach. THIS IS A SOURCES SOUGHT NOTICE ONLY. Responses to this Sources Sought shall be limited to 20 pages and shall include the following: 1. Company profile to include company name, office location(s), DUNS/CAGE Code number, email address, and a statement regarding current small or large business status. 2. The annual average professional services revenue for the last 3 years. 3. The number of employees by discipline. 4. Name, title, address, phone number, email address of company point of contact. 5. Prior/current experience performing design efforts of similar size and scope within the past 5 years, including brief description of the project, customer supported, contract number, contract value, indicate whether a prime or subcontractor, Government point of contact with current phone number and email address. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. RESPONDENTS SHALL NOT SUBMIT AN SF 330 in response to this Sources Sought Announcement. Respondents shall note that the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding this notice. Responses to this Sources Sought shall be submitted to the POC below, preferably via email address, no later than November 11, 2016. The Government anticipates issuing the pre-solicitation notice in FedBizOpps tentatively in April, 2017. NO SOLICITATION CURRENTLY EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF PROSPECTIVE A-E FRIMS THAT HAVE THE NECESSARY EXPERTISE TO DESIGN COMPLEX RESEARCH LABORATORIES AND ADMINISTRATIVE OFFICES FOR ARS. The Government does not intend to award a contract on the basis of this sources sought announcement.
