- Request for Information (RFI) - 4G LTE/ 5G DUE: 11/15/2016 The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code _55320_ is seeking information about commercial off-the-shelf (COTS), 4G LTE/5G products. 1.0 INTRODUCTION 1.1 SPAWAR-ATLANTIC (SSC-A) is seeking information for commercially available or emerging 4G LTE (Long Term Evolution) Systems and/or 5G wireless technology for lab experimentation. The 4G LTE &/or 5G form factor for the system include but are not limited to automotive telematics systems & subsystems, small cells, femtocells, pico cells, miniaturized systems, modems, routers, software, and components such as antennas and LTE User Entry (UE) devices (categories 5,6,7, and 8). Potential vendors/systems integrators are encouraged to respond in reference to an integrated modular solution including: eNB small form factor, associated components, and cyber security solution. The UE devices should include: mobile handsets, modems, dongles, etc. The purpose of this inquiry is for industry to inform SSC-LANT about 4G/5G technology trends, solutions, and technical information that may be usable in unmanned autonomous systems (UAS). SSC-LANT also seeks a white paper discussing the feasibility of these capabilities and the technical efforts and time required to mature this technology suite into field able C4I solutions for UAS. 2.0 GENERAL TECHNICAL REQUIREMENTS These 4G LTE products must contain the ability to host application software in addition to National Security Agency (NSA) Commercial Solutions for Classified (CSfC) approved security software including Data-at-Rest (DAR), Data-In-Transit (DIT), Virtual Private Network (VPN), and/or Mobile Access. The products themselves do not have to be listed as NSA CSfC certified components but the vendor must provide a road map on how to get NSA CSfC approval in their submission. The ideal technical solutions should meet the minimal requirements listed below. 2.1 Each product shall be National Information Assurance Partnership (NIAP) and Federal Information Processing Standard (FIPS) certified and registered per CSfC approval guidance. 2.11 If your product does not currently meet (2.1), describe and/or detail the timeline under which your handheld/mobile product could achieve FIPS and CSfC approval status. 2.2 Each product shall natively provide one layer of CSfC approved DAR protection on all product resident data. 2.3 Each product shall be managed by a CSfC approved software VPN manager. The software virtual private network shall function on a secure network, with no vendor connectivity, be capable of operating in a disconnected environment without outside network connectivity and be capable of updating via manual processes as well as requiring/receiving updates automatically. Show all configurations of VPN components for overall level of security with relevant algorithm settings. 2.4 Each product shall employ (automatically) dedicated hardware for key generation, storage, and encryption utilizing X.509 certificates and endpoint authentication. 2.5 The FIPS 140-2 crypto libraries will be used to generate dynamic asymmetric key pairs that will be used to setup CSfC tunnels, e.g., IPSec VPNs. 2.6 Authentication between the networked end nodes shall use pre-shared keys (PKI certificates). 2.7 All encryption keys to be associated with current credential hardware baked key store e.g., TurstZone and/or embedded secure element (eSE). 2.8 Encryption keys should be stored in volatile memory. 2.9 Key is auto-generated on start-up as function of Diffie-Helman Key Exchange. 2.10 Each product shall allow for the inclusion of COTS and/or GOTS mission essential software, such as tactical radio drivers, without requiring that the rooting. 2.11 The product(s) shall contain 4G LTE commercial wireless interfaces; the physical interfaces shall allow for an antenna port, Ethernet port, and a low noise amplifier port (LNA). 2.12 The product(s) will provide high availability within its expected operational lifetime. 2.13 The product can have no display; however, if it does it shall be readable in direct light or no light. 2.14 The product shall transmit, receive, and provide high definition full-motion video streaming communications in real time. 2.15 Where possible the product(s) shall leverage 4G LTE Telematics standard interfaces and modules. 3.0 ADMINISTRATION Interested parties are requested to provide an information package detailing: Your organization and its capability to provide an integrated solution, including a product, a security solution, and a software virtual private manager or any one of these components. Your organizations development experience surrounding secure 4G LTE small systems or components. Whether your organization currently has a Memorandum of Agreement (MoA) with NSA regarding a CSfC component, or is planned. The additional security layers provided by your product architecture and/or operating system. For example: o Is your product based upon a hypervisor solution? Provide details of your currently supported virtual machine operating systems (OSs) and include timelines for additional OSs. o What Android OSs are supported by your device? Does the product provide support for any secure container solutions? How any additional features aid in providing CSfC CP compliant solutions. Whether you provide modular hardware architecture for the product. If so, what functions do the hardware modules provide and what is their means of interconnection? The size, weight, and power (SWAP) of the proposed device(s). The expected product usage time available per full charge (with only the OS and/or Hypervisor loaded). What feature sets does this estimate include? The level of ruggedization for each device. Are there available COTS products that increase or provide additional ruggedization to your device(s) (e.g., bumpers, screen protectors)? The environmental extremes usage specifications for each device: temperature, water-proofing, sealing from dust or micro-particle intrusion, drop/impact, shock, mist, immersion, acidic atmosphere, gun fire shock, explosive atmosphere, vibration, and pressure resistance; MIL-STD-810 specifications compliance. Whether sensors are resident on each product (i.e. Global Positioning System (GPS), accelerometer, fingerprint scanner). Does the product support a Near Field Interface? The processor each product is based upon and its specifications. How much RAM and ROM are provided on each product. The display size, resolution and pixel density for each product. The specifications for the front and rear camera of each product, if so equipped. Are external/3rd party battery packs available for each device? What is the approximate cost of the product(s) incorporating requirements noted? ______________________________________________________________________ Review of this information is being performed by SSC-LANT Code 55320, which aims to conduct objective comparative assessments and validations of commercial 4G LTE/5G products to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SSC-LANT documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for inclusion in SSC-LANT projects. If a SSC-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Submittals Respondents are required to submit complete product information that demonstrates the specifications identified above.
