- Synopsis: This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Monitoring and Maintenance Contract of Security and Fire Alarm Systems Services to the Puerto Rico National Cemetery, No. 50 Ave. Cementerio Nacional, Hato Tejas, Bayamón, Puerto Rico 00961. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 334290 Other Communications Equipment Manufacturing Services. The Small Business Size Standard is 750 number of employees. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: 1.0 Scope Contractor shall provide all labor, supervision, equipment, materials and supplies of monitoring service and notification to official personnel at the Puerto Rico National Cemetery (PRNC) of security and fire alarm systems, at PRNC # 50 Ave. Cementerio Nacional, Hato Tejas, Bayamón, Puerto Rico in accordance with all terms, conditions, provisions, and schedules of the contract. Contractor shall furnish all supervision, labor, tools, materials, supplies, equipment, uniforms, vehicles, and transportation to provide monitoring and maintenance of security and fire alarm systems at PRNC. In addition, the contractor will provide all resources necessary to accomplish the service described in this Statement of Work. a. Work Hours. The contractor shall provide alarm systems monitoring service seven (7) days a week, 24 hours a day, to include weekends and holidays. 2.0 General Description When the alarm goes off at any time, the contractor shall immediately contact the foreman. If no contact is made, then the contractor shall contact the assistant director, If the assistant director is not available, the contractor shall contact the cemetery director. If no contact is made with the above mentioned cemetery personnel, the contractor shall contact the local police and contact the Veterans Administration (VA) Medical Center Puerto Rico security office. Contact with any of the management officials shall be accomplished within 15 minutes of alarm going off. Point of contacts (POC) names and phone numbers will be issued by the cemetery administration to the contractor after contract award. The contractor s response report shall contain the following at a minimal: The contractor s representative name, the location of the alarm (administrative or maintenance building) and the location code for the alarm. Equipment Service: The contractor shall provide all necessary personnel, technical assistance, supplies, equipment, support, labor and transportation to provide monthly service of alarm systems equipment to meet or exceed operating equipment manual (OEM) specifications. This contract does not include replacement parts or materials required for the repairs. Contractor shall provide a detailed cost breakdown for replacement part and material to the CO for approval prior to purchase and installation. The contractor shall be liable and bear the cost for any damages caused by the contractor staff to the alarm systems. Record Keeping and Reporting: Contractor s project manager designee shall provide the contracting office representative (COR) with weekly written accurate reports detailing the activation or deactivation of the alarm systems at both the administrative building and maintenance complex, to include the dates, the action (activation/deactivation) and the name of the employee who responded. The contractor shall provide these reports weekly to the COR and shall identify all of the above work that took place within the previous seven calendar days. 2.1 Related work All contract personnel operating motor vehicles shall have a valid Commonwealth of Puerto Rico driver s license. 3.0 Conduct at the Cemetery While delivery the service at PRNC, contractor shall be responsible to adhere to the following standards of dress and conduct. A. National cemeteries are National Shrines. Contractor personnel appearance and conduct shall be professional and unobtrusive at all times. B. Contractor personnel shall behave with appropriate decorum, courtesy, and respect while within the cemetery, its perimeter, or entrances. Shouting, cursing, angry outbursts, sleeping, intoxication, unsafe driving, and criminal activity of any kind will not be tolerated. C. All contractor personnel operating vehicles will have a valid driver s license. D. Contract personnel shall conduct themselves in a professional manner. E. The Government reserves the right to refuse acceptance of any contract personnel if personal or professional conduct jeopardizes the performance of the contract. Intoxication, drug use, theft, dereliction, negligence, etc. in performing tasks or other serious conduct shall be cause for removal and replacement of offending individual. 4.0 VAAR 852.237-70 Contractors Responsibilities (APR 19840) The contractor shall be responsible for any injury or damage to personal or public property that occurs during the delivery of this service that is caused by their employees fault or negligence, and shall maintain personal liability and property damage insurance having coverage for limits as required by the laws of the Commonwealth of Puerto Rico and this contract. Further, it is agreed that any negligence of the government, its officers, agents, servants, and employees, shall not be the responsibility of the contractor hereunder with the regard to claims, loss, damage, injury, and liability resulting there from. 5.0 The parties agree that such personnel shall not be considered PRNC employees for any purpose and shall be considered employees of the contractor. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
