Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Veteran Affairs intends to negotiate a sole source contract to purchase 5 In-Line camera heads. The older Image 1 non HD camera heads are no longer supported by the manufacturer. The required camera heads must be 100% compatible with the Karl Storz video systems that the Operating Room already owns. The North American Industry Classification System code (NAICS) IS 339112. The Government believes that KARL STORZ ENDOSCOPY-AMERICA is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required In-Line camera heads. This procurement is being conducted in accordance with FAR 6.302 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, KARL STORZ ENDOSCOPY-AMERICA is the only source that provides the above indicated services/supplies. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Specialist within five (5) business days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Specialist at percy.johnson2@va.gov. Responses received will be evaluated; however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses received, the Cleveland VA Medical Center will proceed with the sole source negotiation with, KARL STORZ ENDOSCOPY-AMERICA. In accordance with FAR clause 52.212-2 Evaluation Commercial Items based on the technical capabilities of the items offered to meet the Government requirement; along with the price and past performance which would lead to the best value for the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on the capability to provide the requested items as described, price will be evaluated to include cost for items.
