- This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS codes #423830, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for providing marine deck winches. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The St. Paul District of the Corps of Engineers intends to procure swing winches to replace the existing Port and Starboard swing winches aboard the Dredge GOETZ. The GOETZ operates in the Upper Mississippi River Navigation System. The Government is issuing this Request for Information (RFI) to identify resources available to provide the replacement swing winches on the GOETZ. The replacement swing winches shall be delivered to the St. Paul District Physical Support & Service Base located at 431 North Shore Drive, Fountain City, WI 54629-0397. The Contractor shall provide all labor and materials required to procure the replacement swing winches for the USACE Dredge GOETZ. The specifications for the swing winches are as followed: - Each winch shall be powered by a 480 VAC 3-phase Totally Enclosed, Fan-Cooled (TEFC) Inverter Duty electric motor. The motor shall be able to operate with the existing VFD system. - Each winch shall be capable of a line speed of 0 to 80 ft/min. - The first layer line pull shall be a minimum of 35,000 lbs at 80 ft/min and 60,000 lbs at 50 ft/min with a brake holding capacity equal to or greater than the highest rated line pull. - Each winch assembly shall be designed and constructed with an operating rating of continuous duty/uninterrupted. The gearbox shall be designed per ANSI/AGMA 6013-A06 Standards. - The wire rope drum shall be a non-grooved design with a minimum capacity for 1200 feet of 1-1/2 inch wire rope. The lay of the wire rope on the drum shall be right hand lay. - The wire rope drum shall be capable of accepting a groove sleeve for 1-1/4 inch wire rope. - Each winch shall have a spring applied, electromagnetically or pneumatically released holding brake. - Each winch shall have anti-backlash (anti-slack) provisions that will stop the drum within one turn if a wire rope loop exits the area between the drum flanges. This should be accomplished with the use of the existing electronic controls for the VFDs. - An emergency shutdown device shall be mounted on each winch in a conspicuous and easily accessible location. - Each winch assembly shall fit in the same location as the existing winches and must not exceed the following physical dimensions; 8.5 ft wide by 8.0 ft long by 5.5 ft tall.
