Description
Amendment 00003 COMBINED SYNOPSIS/SOLICITATION for Tank and Pump Systems (TPS) Synopsis: This is a combined synopsis/solicitation for commercial supplies prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number is HSFE80-17-R-0001 and is issued as a Request for Proposal (RFP) IAW FAR Parts 12 and 13, utilizing the test procedures in FAR subpart 13.5. FEMA has determined that the agency will equip manufactured housing units (MHUs) used as temporary housing with residential fire sprinkler systems. The sprinkler systems are in compliance with National Fire Protection Association (NFPA) Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes - NFPA 13D. FEMA has determined that an external Tank and Pump System (TPS) will be provided with the MHU to ensure a consistent and adequate water supply. The TPS will provide adequate water flow, pressure and quantity to meet the operational requirements set forth by FEMA and in NFPA 13D. FEMA has developed requirements for the TPS that will allow the MHU manufacturers to plan the NFPA 13D sprinkler system. The TPS requirements will have water pressure and flow requirements, an environmental envelop, water capacity minimums, maximum electrical power available, transportation requirements, and specific connections for electricity and water. This solicitation incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-91, effective September 30, 2016. The North American Industrial Classification System (NAICS) code is 333996 and the Small Business Size Standard is 500 employees. All interested parties must be registered and have an active profile in System for Award Management (SAM) to be eligible for contract award.
